In March 2015, David McWilliams a Rotherham Metropolitan Borough Council (RMBC) Assistant Director, acting on behalf of RMBC, ordered 1500 copies of Voices of Despair Voices of Hope. On 15 September 2015, in response to an email about the drafting of a second edition of Voices of Despair Voices of Hope about the effects of racism and hate in Rotherham, David McWilliams sent a baffling and disturbing email. The email contained “information" that was complete nonsense. The “information” was used to justify the decision to NOT distribute almost 1400 copies of Voices of Despair Voices of Hope. A number of Freedom Of Information (FOI) requests (the first on 16 September 2015) have had appalling responses from officers and commissioners at RMBC. Several internal reviews of the FOI requests have uncovered blatant dishonesty. Sharon Kemp was appointed as Chief Executive of RMBC in March 2016. Sharon has tried (clearly without success) to shut down communications about the dishonesty of officers and commissioners. Since 15 September 2015, David McWilliams has consistently refused since to explain the source of the information in his email. He has refused to reply to a letter on 19 September 2016. The letter was copied to Dermot Pearson, Assistant Director Legal Services and began with: David McWilliams Assistant Director: Early Help & Family Engagement Children and Young Peoples Services, RMBC Riverside House, Main Street, Rotherham S60 1AE Cc: Dermot Pearson, Assistant Director Legal Services Monday 19 September 2016 Dear David, following my emails to you on 28.1.16 and on 15 September, I will be grateful for a prompt response to the following requests. In your email on 15.9.15 informing me of the decision to not distribute Voices of Despair Voices of Hope, you included extracts from what you referred to as “independent, expert guidance”. 1 Please can you let me know how you received these extracts. 2 Please can I have a copy of any email exchanges, if they exist, between you and Jean Imray about Voices of Despair Voices of Hope. It is essential that David McWilliams reveals the source of the information he sent in his email on 15 September 2015.
