Recap: London Mayor Sadiq Khan did a U-Turn on Dec 23, 2023, saying he would support a national scheme to send ULEZ scrappage candidate vehicles to Ukraine. I wrote here that I would not declare 'victory' until vehicles reached the right recipients in Ukraine. More than a month later, with no sign of urgency, government officials at the Department for Transport continue to discuss the matter with other officials at Transport for London. Despite a very formal multi-signatory volunteer group letter sent to all parties on Dec 27, no one has asked us for any of our advice or knowledge despite having delivered thousands of vehicles to Ukraine since February 2022.

The ASK is this: 1/ What's going on at Mark Harper's Department of Transport? 2/ Why is it taking so long to send ULEZ vehicles to Ukraine? 3/ Why are all the vehicle-to-Ukraine groups being deliberately ignored despite their immediate practical knowledge of this subject and offer to help? 4/ Will the first ULEZ vehicle go to Ukraine as we all hope and expect for the 24 Feb 2024, the second anniversary of the invasion? If not then when?
There is everything to work for here. Although 41,000 vehicles have been tragically scrapped, many of them hastily by scrapyards that can barely keep up, London is throwing another £50m at the scrappage so there are thousands more vehicles to potentially help Ukraine in 2024. It's just that we haven't got the time to get bogged down in bureaucracy.
