The Issue
Dear Senator Deanna Ballard,
We, the citizen of Lansing North Carolina, and the state of North Carolina as a whole, seek your help in ending Lisa Neyland Fitzpatrick's reign of terror of Daniel Cruz, ACO director Joe Testerman, Ashe county city council members and all who have suffered at the hands of Lisa Neyland Fitzpatrick.
Fitzpatrick claims 16 years ago she began a campaign to "save" Lansing, NC and Daniel Cruz dogs. Mr. Cruz is a resident of Lansing, NC and has been repeatedly been found innocent (after numerous investigations)of false claims of abuse and neglect of his animals. Fitzpatrick continuously reports to ACO director Joe Testerman as a means to harass Mr. Cruz, that Mr. Cruz engages in dog and cock fighting, neglects his dogs by not properly taking care of them, engages in illegal activity with elected leaders of our great state. Fitzpatrick uses Ashe county animal control and any and all organizations who will listen to her deceitful statements against Cruz as a means to harass he, and anyone else whom Fitzpatrick feels does not agree with her point of view. In fact, Fitzpatrick claims director Testerman and his family are involved with Cruz in dog and cock fighting. Hence the reason she claims Mr. Cruz is not held accountable for neglect, abuse and the city turns a blind eye to his illegal activity. No proof has ever been found that Fitzpatrick's accusations of this are factual. In fact, we found this was simply an attempt on Fitzpatrick's part to further her personal attack of director Testerman and Mr. Cruz.
We feel this is a violation not only of Mr. Cruz and Joe Testermans civil rights; but a violation of tax payers rights that their tax monies not be wasted by people such as Fitzpatrick. When by law, each complaint that is made by Fitzpatrick or one of her facebook followers has to be investigated (and each was found to be false reports) it is a waste of time, man power and tax money. That violates tax payers rights that their taxes be used appropriately. We feel Testerman and ACO should not be subjected to check each claim against Mr. Cruz by Fitzpatrick because of wasteful man hours and tax funds in having to do so.
Fitzpatrick represents herself as a law abiding citizen, an animal rights advocate and rescuer whose only concern is the safety and care of Cruz animals. Not "all" animals who suffer neglect and abuse in North Carolina mind you, only - specifically, the Cruz dogs. Mr. Cruz has been investigated time and again to find (see above) he has not violated laws that govern animal abuse. Fitzpatrick has continued her rampage upon Mr. Cruz for 16 years. One would think in 16 years, if a crime was being committed, it would have been addressed by now. 16 years is a long time to endure one woman's spite and public thrashing when it is not deserving.
After much observance of Fitzpatrick's social media comments, interviews with her, we find Fitzpatrick's violation of Mr. Cruz rights to privacy (see social media attributes below) owner of said dogs, as nothing more than a personal vendetta against Daniel Cruz, Joe Testerman and Lansing, Ashe county, NC state and city officials.
The following are facts about Lisa Neyland Fitzpatrick she doesn't want her followers to know.

PORTLAND, Maine — Four more men have pleaded guilty to being part of a cocaine distribution ring that stretched from the Lincoln-Lee area to Florida and Costa Rica.
Robert Donath, 28, Mark “Goober” Russell, 41, both of Lincoln and Jeffrey Edwards, aka Bow Neck, 42, of Bradenton and Islamorada, Fla., pleaded guilty earlier this month in U.S. District Court in Portland to conspiracy to possess with the intent to distribute a controlled substance.
A fourth man, Peter Glidden, 31, of Smithfield, pleaded guilty in January in federal court in Portland to the same charge.
Lisa Delaurentis, aka Lisa Fitzpatrick and Lisa Nylund, 43, of Jupiter, Fla., is scheduled on March 31 to plead guilty to the same charge in the same courtroom.
By the end of March, 10 of the 18 people indicted in the drug distribution ring will have pleaded guilty. Seven are scheduled to go on trial before U.S. District Judge D. Brock Hornby on April 7 in Bangor.
One defendant, whose name has not been made public, has not been arrested and remains at large.
All four men admitted to distributing cocaine that they obtained through Michael Mayer, 55, of Jupiter, Fla., and Costa Rica between Jan. 1, 2002, and June 1, 2005.
Delaurentis is expected to admit to being part of the conspiracy during that time period.
Mayer has pleaded not guilty to drug charges.
In pleading guilty, Donath and Glidden also admitted that they continued to distribute cocaine in the Lincoln-Lee area for other suppliers — Laurence “Larry” Provost, 61, of Woonsocket, R.I., between June 1, 2005, and Nov. 1, 2005, and from two unnamed Hispanic men in Lawrence, Mass., between Nov. 1, 2005 and May 1, 2006.
All five face a mandatory minimum of 10 years and a maximum of life in federal prison along with a potential fine of up to $4 million. In plea agreements with prosecutors, all but Russell have agreed not to appeal their sentences to the 1st U.S. Circuit Court of Appeal in Boston if they don’t exceed 10 years. Russell agreed not to appeal his sentence as long as it does not exceed 11 years and three months.
In addition, they will be ordered to forfeit the proceeds from their drug sales. The courts estimated that amount would be $284,000 for Donath and $270,00 for Edwards. Forfeiture figures for Delaurentis and Russell had not been filed as of Friday.
Others who have pleaded guilty in the case are:
— Jeff Polk, 36, of Lincoln and Anchorage, Alaska.
— Raymond Davis, 48, of Lincoln and Jupiter, Fla.,
— Donald “Donny” Russell, 50, of Lincoln.

All of the defendants who have pleaded guilty are being held without bail pending their sentencings, which are not expected to be held until after a trial.

— Troy Littlefield, 42, of Oakfield.
— Nancy Squeglia, 51, of East Millinocket.
— Brent “Cowboy” Noyes, 57, of Lincoln.
— Richard “Rat” Russell, 48, of Lincoln.
— Jeffrey Whitehead, 54, of Enfield.
Not exactly a law abiding citizen. Yet she would like other people's feet held to the fire for crimes she claims they are perpetrators of but there is not one fact that substantiates her accusations. Fitzpatrick is a convicted, was sentenced to prison, for cocaine trafficking. A fact she desperately tries to hide.
Fitzpatrick has repeatedly entered Cruz property to stalk and video tape - take photo's of his animals even after a previous arrest (see Ashe county court documents) and being told she is not to enter Cruz property without permission. The video's below contain proof Fitzpatrick not only violates Mr. Cruz privacy but she willfully and with knowledge stalks Mr. Cruz and his property. Social media comments made by Fitzpatrick also proves she incites violence and harassment of Mr. Cruz, Joe Testerman, Lansing NC Sheriff, city and state officials and anyone who opposes her in her fight to destroy these people.
The links below and private messages on facebook contain illegal activity that consist of stalking Cruz and his property - harassment and stalking of North Carolina city, state and county officials, and organizations she harasses in the attempt to slander and have Cruz arrested and to "take down" anyone who stands in her way. She has also attempted to have ACO director Joe Testerman fired from his position as ACO director and constantly calls on her facebook followers to harass ACO director Testerman and city officials by placing numerous calls. She provides contact information that is then shared with others to continue her reign of harassment. Why? She knows she and her followers can get away with it. The departments have to check each lead of possible animal abuse or crimes being committed. Even though Fitzpatrick and her followers know they are doing nothing more than harassing they continue to do so. This proof can be found on her facebook pages. Calling for people to CALL CALL CALL until they get sick of them.....as she puts it!
Further information of Fitzpatrick criminal and neglectful history she does not want her followers privy to: Fitzpatrick was once employed as ACO director of Ashe county animal control but was fired due to the conditions she allowed the animals to live in. Animals lived in filth, feces and kept in the most deplorable conditions at Ashe county animal shelter was what led to Fitzpatrick being terminated. Another reason we feel Fitzpatrick's attempt to cause as much havoc as humanly possible is because Testerman was her replacement upon being fired as ACO director. Joe Testerman fulfills his duties as ACO director. We would like to see Fitzpatrick's harassment, slander and defamation of character she inflicts upon Director Testerman to end. She intentionally tries to jeopardize his career out of pure spite she lost her position as ACO director.
In the last 16 years Fitzpatrick has had help from mediators who have worked with her if only to end the conflicts she has with Ashe county NC. Each time there was a solution Fitzpatrick refused to accept it and began an even greater attack of Lansing's officials and citizens. Why? Because "saving the Lansing dogs" isn't her objective. Staying in the public eye as a hero, a true fighter and defender of animal rights would end if she accepted help or people found out saving animals isn't what keeps Fitzpatrick in the game - motivated. She enjoys the hero worship, ego stroking too much to confess there has been solutions. She just doesn't want people to know this. For a solution to be accepted, Fitzpatrick's social network of "thugs" would move on to other "causes" to fight. Fitzpatrick will never have that. Her ego would suffer if she weren't in the center stage, in the lime light. She has to be the leader. Even if people follow out of morbid curiosity and the love of drama, Fitzpatrick will feed them with lies and contempt for people who have done her no wrong.

As you can see Fitzpatrick doesn't want help for Cruz dogs or any of Lansing NC animals. Her solution to solving the Lansing, NC animal crisis as she terms it, is to threaten, harass, stalk and slander anyone who attempts to help. Many times we have heard her say "I see a Lifetime movie of my fight against Cruz and Lansing, a movie in my honor made - I've contacted Southern Justice etc" It's all about ego at this point, Fitzpatrick's role in "saving" Cruz's dogs" is nothing more than a chance at fame and financial gain.
Financial gain: Fitzpatrick's (April 2016) had a Go Fund Me account seeking financial help to hire "another" attorney in the hope of having Cruz animals removed from his custody and to "fight" for animal rights in North Carolina, changing the laws that govern animals in NC. Many donated to Fitzpatrick's "cause" to later find the attorney (or so she claims) lied to her that there was nothing she could do. The link below is a recent conversation on facebook where she sent voice messages claiming the funding was "all out of pocket" for her. She never once credited the people who helped her raise the funds for the attorney. Many question "IF" the donations were applied towards the attorney's fees as Fitzpatrick said they were. Looking at her facebook photo's she seems to be able to afford expensive tropical vacations - on a waitresses salary.
Speaking with AC in Ashe county last week (Feb 2017) the representative stated Fitzpatrick was told (see link below seeking financial aid for medical bills) the dog she adopted "was a biter" but she insisted she be able to adopt it. It is said Fitzpatrick will probably seek legal assistance to sue Ashe county AC for the attack. We pray some of you agree - There comes a time and place we have to accept responsibility for our actions. Fitzpatrick does not seem to understand "accountability of ones self and actions". She blames everyone but herself for the trouble she creates for herself and her victims.

If people don't want to help us we will do it ourselves." So what? Take matters into their "own hands"? What matters and what will they attempt to do? Many of these examples can be found on Fitzpatrick's social media pages. MANY!
You will also find when you investigate, the claim that Fitzpatrick is seeking yet another means of "financial security" to help pay for her legal assistance because she was arrested on Feb 9th 2017 after publicly threatening Daniel Cruz's life. We fear Fitzpatrick's years of promoting violence will end in violence if she is not stopped. No one should suffer as Lisa Neyland Fitzpatrick's victims suffer. Fitzpatrick has no remorse or conscious in publicly debasing peoples good names. Nor should they live in fear their careers are threatened or lost as Fitzpatrick promises will be the case. Joe Testerman and Mr. Cruz employers and employees will verify Fitzpatrick harasses and has others harass their place of employment.
We seek your help, plead with you to end this conflict of Fitzpatrick's "personal" making. End law abiding citizens being harassed, threatened and slandered. End Fitzpatrick's public displays of contempt for a state we proudly call home - North Carolina! End her abuse of our system by wasting tax payers monies to further her personal vendetta against Lansing NC officials by having followers on facebook continuously call departments on her behalf. Social media comments made by Fitzpatrick also proves she incites violence and harassment of Mr. Cruz, Joe Testerman, Lansing NC Sheriff, city and state officials and anyone who opposes her in her fight to destroy these people.
The links below and private messages on facebook contain illegal activity that consist of stalking Cruz and his property - harassment and stalking of North Carolina city, state and county officials, and organizations she harasses in the attempt to slander and have Cruz arrested and to "take down" anyone who stands in her way. She has also attempted to have ACO director Joe Testerman fired from his position as ACO director and constantly calls on her facebook followers to harass ACO director Testerman and city officials by placing numerous calls. She provides contact information that is then shared with others to continue her reign of harassment. Why? She knows she and her followers can get away with it. The departments have to check each lead of possible animal abuse or crimes being committed. Even though Fitzpatrick and her followers know they are doing nothing more than harassing they continue to do so. This proof can be found on her facebook pages. Calling for people to CALL CALL CALL until they get sick of them.....as she puts it!
Further information of Fitzpatrick criminal and neglectful history she does not want her followers privy to: Fitzpatrick was once employed as ACO director of Ashe county animal control but was fired due to the conditions she allowed the animals to live in. Animals lived in filth, feces and kept in the most deplorable conditions at Ashe county animal shelter was what led to Fitzpatrick being terminated. Another reason we feel Fitzpatrick's attempt to cause as much havoc as humanly possible is because Testerman was her replacement upon being fired as ACO director. Joe Testerman fulfills his duties as ACO director. We would like to see Fitzpatrick's harassment, slander and defamation of character she inflicts upon Director Testerman to end. She intentionally tries to jeopardize his career out of pure spite she lost her position as ACO director.
In the last 16 years Fitzpatrick has had help from mediators who have worked with her if only to end the conflicts she has with Ashe county NC. Each time there was a solution Fitzpatrick refused to accept it and began an even greater attack of Lansing's officials and citizens. Why? Because "saving the Lansing dogs" isn't her objective. Staying in the public eye as a hero, a true fighter and defender of animal rights would end if she accepted help or people found out saving animals isn't what keeps Fitzpatrick in the game - motivated. She enjoys the hero worship, ego stroking too much to confess there has been solutions. She just doesn't want people to know this. For a solution to be accepted, Fitzpatrick's social network of "thugs" would move on to other "causes" to fight. Fitzpatrick will never have that. Her ego would suffer if she weren't in the center stage, in the lime light. She has to be the leader. Even if people follow out of morbid curiosity and the love of drama, Fitzpatrick will feed them with lies and contempt for people who have done her no wrong.

As you can see Fitzpatrick doesn't want help for Cruz dogs or any of Lansing NC animals. Her solution to solving the Lansing, NC animal crisis as she terms it, is to threaten, harass, stalk and slander anyone who attempts to help. Many times we have heard her say "I see a Lifetime movie of my fight against Cruz and Lansing, a movie in my honor made - I've contacted Southern Justice etc" It's all about ego at this point, Fitzpatrick's role in "saving" Cruz's dogs" is nothing more than a chance at fame and financial gain.
Financial gain: Fitzpatrick's (April 2016) had a Go Fund Me account seeking financial help to hire "another" attorney in the hope of having Cruz animals removed from his custody and to "fight" for animal rights in North Carolina, changing the laws that govern animals in NC. Many donated to Fitzpatrick's "cause" to later find the attorney (or so she claims) lied to her that there was nothing she could do. The link below is a recent conversation on facebook where she sent voice messages claiming the funding was "all out of pocket" for her. She never once credited the people who helped her raise the funds for the attorney. Many question "IF" the donations were applied towards the attorney's fees as Fitzpatrick said they were. Looking at her facebook photo's she seems to be able to afford expensive tropical vacations - on a waitresses salary.
Speaking with AC in Ashe county last week (Feb 2017) the representative stated Fitzpatrick was told (see link below seeking financial aid for medical bills) the dog she adopted "was a biter" but she insisted she be able to adopt it. It is said Fitzpatrick will probably seek legal assistance to sue Ashe county AC for the attack. We pray some of you agree - There comes a time and place we have to accept responsibility for our actions. Fitzpatrick does not seem to understand "accountability of ones self and actions". She blames everyone but herself for the trouble she creates for herself and her victims.

Fitzpatrick refers to citizens of North Carolina as "stupid hillbillies, inbred, dumb asses and corrupt people not fit to own pets or children". She also publicly slanders elected officials, organizations and citizens of Lansing NC. We are fed up with being called names and our names slandered.
As you see Fitzpatrick incites violence! She threatens and abuses the very system she wants to help her continue her reign of terror. Where does all this end? Common sense would dictate after 16 years of this so called fight against Mr. Cruz and all of Lansing NC, if there was evidence of corruption during her 16 years span of terror (take into account many have come and gone in city, county and state offices) wouldn't there be one shred of evidence proving Fitzpatrick's claims? 16 years!
We want the abuse of our officials and false reports to end. We, the tax payers, do not appreciate our city council members, ACO and state representatives time being wasted dealing with a woman whose only objective is;
1) fulfilling a personal vendetta against Testerman, Cruz, our Sheriff and citizens who speak out against Fitzpatrick's behavior and/or refuse to believe her lies 2) being slandered and publicly called names that does not apply to the majority of us 3) tax monies being wasted when it could be used in area's needed. Having to investigate "numerous" false reports which takes many hours and man power to do is a waste of our taxes 4) inciting violence via the internet 5) being publicly attacked and lied about by Fitzpatrick and her followers 6) trying to have people WE elected into offices fired for her own personal biased opinions 7) using the internet to harass, make false statements that has become a danger for many, collect funding that is not used as intended/promised.
Example of future danger if Fitzpatrick is allowed to go unpunished: A woman posted to Fitzpatrick's facebook page Help Save the Lansing Dogs (dated Feb 11th 2017) "it is time we have a meeting and take matters into our own hands. If people don't want to help us we will do it ourselves." So what? Take matters into their "own hands"? What matters and what will they attempt to do? Many of these examples can be found on Fitzpatrick's social media pages. MANY!
You will also find when you investigate, the claim that Fitzpatrick is seeking yet another means of "financial security" to help pay for her legal assistance because she was arrested on Feb 9th 2017 after publicly threatening Daniel Cruz's life. We fear Fitzpatrick's years of promoting violence will end in violence if she is not stopped. No one should suffer as Lisa Neyland Fitzpatrick's victims suffer. Fitzpatrick has no remorse or conscious in publicly debasing peoples good names. Nor should they live in fear their careers are threatened or lost as Fitzpatrick promises will be the case. Joe Testerman and Mr. Cruz employers and employees will verify Fitzpatrick harasses and has others harass their place of employment.
We seek your help, plead with you to end this conflict of Fitzpatrick's "personal" making. End law abiding citizens being harassed, threatened and slandered. End Fitzpatrick's public displays of contempt for a state we proudly call home - North Carolina! End her abuse of our system by wasting tax payers monies to further her personal vendetta against Lansing NC officials by having followers on facebook continuously call departments on her behalf. End her violating peoples rights to live in peace, protect that which is theirs and their right not to be stalked or publicly forced to endure Fitzpatrick's wrath.
We are not hillbillies - not everyone in North Carolina abuses and neglects their animals as Fitzpatrick would have the world believe. Our elected officials do not engage in illegal dog and cock fighting as Fitzpatrick has her followers to also believe. Nor are they corrupt as she would have them believe. We have seen the majority of her followers on facebook aren't citizens of North Carolina and she is portraying us to the world as inbred, back woods, uneducated hillbillies who don't care how our animals are treated. This is unjust and unfair!
What is happening in Fitzpatrick's world of deceit is nothing more than an attempt at fame, financial gain, inciting violence - hate - rage against a state and its people, a personal vendetta and we see it as criminal on her part.
Please help us by putting an end to Fitzpatrick's public onslaught against North Carolina and its citizens! No one should suffer at the hands of a woman who has nothing but contempt in her heart for her fellow citizens, elected officials and only personal gain for herself. This world has enough trials to over come without people intentionally adding chaos where none should be.
