
Bromley Council has submitted a planning application to build a large warehouse and fenced high security compound inside Priory Gardens, a Grade II Registered Historic Park & Garden and Urban Open Space.

A. The Heritage Impact Assessment appears written to justify the proposal rather than impartially assess its impact. It omits key harms, mistakes context, fails to analyse historic views, and provides no alternatives. The HIA is incomplete and cannot be relied upon as an accurate assessment of heritage harm.
B. This is a loss of Urban Open Space and does not comply with Policy 55.
C. The planned warehouse building is four times larger the existing storeroom and not a like-for-like replacement. Policy 55 refers ONLY to replacing a building — not a yard, not a depot, not hard surface. If Bromley accepts “hardstanding area = building footprint,” it would mean: A resident could pave their entire garden then claim they can build a “replacement structure” over all of it without breaching policy. Which is plainly nonsensical and illegal.
D. INADEQUATE ECOLOGICAL BASELINE AND BNG

The Biodiversity Net Gain (BNG) assessment is based on incomplete, outdated and inaccurate ecological information.
E. The submitted Planning Documents contain errors, misnaming the site as Church Hill Depot, incomplete reports showing conflicting policy information and biased Heritage assessment.
F. There is a Material change in the use proposed on this Urban Open Space that is not covered under Policy 55
