Say No to Blanket Bans on 10-15 Year Old Vehicles — Demand Smarter, Fairer Pollution Contr
समस्या
⚠️ What’s Going On?
In Delhi and some other cities, the government has banned:
Diesel cars older than 10 years
Petrol cars older than 15 years
Even if they are well-maintained, roadworthy, and have valid PUC (Pollution Under Control) certificates.
This ban could soon spread nationwide.
But is vehicle age the real problem?
💔 Who Gets Hurt the Most?
Middle-class families who saved for years to buy a car, now forced to scrap it early
Car owners who want to keep and maintain older cars
Mechanics, garages, and small auto businesses who depend on repairs, not just new sales.
Vintage car lovers and enthusiasts, whose passion is being shut down
💸 Cars Are Already Expensive
Today, even an average mid-range car costs ₹15–20 lakh.
Fuel is costly. Maintenance is extra.
Now imagine buying such a car — and being told to scrap it after just 10 years.
That’s not fair. It’s not sustainable either.
📈 Who Benefits From This Policy?
Automakers, who sell more cars
Government, which collects more GST, road tax, loan tax
And then shows it as "GDP growth" before elections
Meanwhile, the common man pays the price — financially and emotionally.
🚘 The Real Truth About Pollution
Pollution comes from badly maintained vehicles, not just old ones
A 5-year-old car with poor service may pollute more than a 15-year-old clean one
Electric vehicles are not 100% green — EV battery waste is a growing concern
Scrapping old cars creates more pollution in factories due to production of new cars
So what’s the smarter way to reduce pollution?
✅ Smarter, Realistic Solutions (That Already Work in Other Countries)
1. Annual Fitness & Emissions Test After 10 Years
Only deregister vehicles that fail test badly
Keep those that pass — clean and roadworthy
👉 Fair, scientific, and already done for commercial vehicles in India
2. Stronger, Transparent PUC System
Link PUC to RTO and VAHAN database
Use AI to track frequent violators
Penalize garages that issue fake certificates
3. Allow Certified Engine Upgrades or Fuel Swaps
Let owners switch to BS6, CNG or electric (with RTO-approved kits)
Easy re-registration after upgrade
Support retrofitting industry — like Germany and Japan do
🔧 This keeps old vehicles on the road in a cleaner form, and boosts local employment too
4. Support Voluntary EV Conversions
Approve EV kits for common models (e.g., Alto, WagonR, Swift, Bolero)
Offer small loan/subsidy for conversion
Fast-track RC updates for converted EVs
5. Protect Vintage, Classic & Enthusiast Cars
Register them as “Limited Use” vehicles
Allow use on weekends, car shows, or special permits
These cars are few — they do not cause large-scale pollution
🙏 Our Request to the Government:
We ask the Delhi Government, MoRTH, and NGT:
🔊 Please replace blanket bans with science-based pollution control.
Let well-maintained, low-emission vehicles continue — regardless of age.
Ban only vehicles that truly pollute.
Let’s fight pollution — not the people.
