The Christchurch City Council yesterday voted overwhelmingly to ask Environment Minister Penny Simmonds to allow a pause in the $4.2 million independent hearings process on Plan Change 14.   Only one councillor voted against.   All we need now is for the Minister to approve the pause, and we can declare victory!
