The Petition
Delhi NCR stands at a critical crossroads. A recent ruling to pick up all stray animals from our streets and place them in shelters — though perhaps well-intentioned — risks creating irreversible damage to the delicate balance of our environment, our cultural values, and our shared humanity.

Before we act in haste, we must remember:

Our streets are a shared space, not just for humans but for all beings who call them home.
Stray animals — especially dogs — have lived alongside us for centuries. They act as informal protectors, keeping streets safe by alerting us to intruders, preventing rodent infestations, and even forming bonds of love with local communities.

The ruling ignores the bigger, more urgent crises Delhi NCR faces.

Air Pollution: Delhi ranks among the most polluted cities in the world. Air quality remains hazardous for months each year.
Water Pollution & Shortage: Toxic river water, unsafe groundwater, and over-extraction threaten life far more urgently.

Noise Pollution: Unregulated construction and traffic noise severely impact both human and animal health.

Overpopulation & Migrant Influx: Our city is bursting at the seams, with thousands arriving daily, further straining resources.
Loss of Green Zones: Rapid construction has erased habitats, forcing animals — wild and stray — onto our streets in search of food and shelter.

Shouldn’t our efforts first address these root environmental and infrastructural crises rather than displacing the most vulnerable beings from their homes?
Ethically and Spiritually, this ruling goes against the soul of India.

Mahatma Gandhi once said: “The greatness of a nation and its moral progress can be judged by the way its animals are treated.”
The Vedas, Puranas, and Upanishads speak of Ahimsa (non-violence) and living in harmony with all creation.

Hinduism, Buddhism, Jainism, Sikhism — all remind us that every living being has an Atma (soul) and deserves dignity.

Practical Concerns with the Ruling:

Shelters are overcrowded and often underfunded; large-scale relocation will cause extreme stress, disease spread, and death among animals.
Community dogs are already vaccinated, sterilized, and cared for by feeders — moving them disrupts established safety and health systems.
This will create a vacuum effect — new, unvaccinated dogs will migrate into empty areas, restarting the cycle.

A Better Alternative Exists:

Strengthen ABC (Animal Birth Control) programs instead of mass removal.
Support community animal caretakers with food, medical aid, and shelter boxes.
Penalize animal cruelty instead of penalizing animals for existing.
Create eco-zones and protect the remaining green spaces from construction.

Our Appeal:
We, the undersigned, urge the Honourable Supreme Court to:

Reconsider and reverse the blanket removal order.
Initiate a scientifically-backed, humane alternative plan rooted in coexistence, compassion, and sustainability.
Work with NGOs, resident welfare groups, and animal welfare boards to improve the quality of life for both humans and animals in Delhi NCR.
We are not just saving dogs. We are preserving our values, our ecosystem, and our humanity.

Closing Statement:
This is more than an animal issue — it is a mirror to who we are as a people. Will we stand for compassion, coexistence, and wisdom, or will we allow fear and inconvenience to dictate the fate of those who cannot speak for themselves?
