The Issue

Invest in What We Have. Protect What Makes It Special.

Seaside Lagoon is a longstanding public recreational resource and waterfront gathering place. Its value is not only in the amenities it provides, but in the experience of having a public swimming lagoon and sandy recreation area where families, children, seniors, and residents of different economic circumstances can swim, play, picnic, relax, and spend time together.

We support moving necessary rehabilitation and modernization forward. But modernization must preserve the public swimming lagoon, the sandy recreation area, and the character of Seaside Lagoon as a public park.

The Lagoon should not be substantially reduced, displaced, or transformed into a supporting feature for a premium commercial attraction, including a commercial wave pool.

We Ask the City of Redondo Beach to Commit to the Following Principles

1. Protect the Public Swimming Lagoon and Sandy Recreation Area
The existing public swimming lagoon and sandy recreation area should remain central, substantial, and functional parts of Seaside Lagoon. They should not be substantially reduced, displaced, or subordinated to a premium commercial attraction, including a commercial wave pool.

Any future plan should preserve the Lagoon as a meaningful public swimming and sandy recreation destination, rather than retaining only a smaller public component around a larger commercial attraction.

The public’s ability to swim, play, picnic, relax, and enjoy the waterfront should remain a defining purpose of the park.

2. Keep Seaside Lagoon a Public Park First
The park’s land, facilities, and principal recreational amenities should remain dedicated first and foremost to affordable, accessible, non-exclusive public recreation.

Public access must remain the primary purpose of the facility, not a secondary offering alongside commercial entertainment or restricted uses.

Commercial concessions, rentals, lessons, events, and other supporting activities may have a place, but they should complement the public park rather than redefine it or displace the public’s meaningful use of it.

3. Protect Affordability and Meaningful Public Access
Seaside Lagoon should remain welcoming to residents and visitors across ages, abilities, and economic circumstances.

Core public recreational amenities should remain available without requiring premium prices, memberships, or participation in commercial programming. Fees, where necessary, should be reasonable and should not create barriers that prevent ordinary residents and families from using the facility.

Public recreation should not be reduced to a limited or incidental offering while premium or exclusive activities receive the majority of the space, investment, or operating priority.

4. Preserve the Lagoon’s Family-Oriented Character
Improvements should strengthen Seaside Lagoon as a welcoming place for family recreation, community connection, and relaxation.

The City should carefully evaluate whether proposed amenities and programming are consistent with that character, including their potential effects on noise, traffic, parking, congestion, and the quality of life of nearby residents.

No modernization plan should improve one use of the property by imposing unreasonable noise, traffic, parking, or neighborhood impacts on the surrounding community.

5. Modernize Responsibly and Transparently
The City should move necessary rehabilitation, infrastructure improvements, safety upgrades, accessibility improvements, and environmental compliance work forward.

Future plans should be guided by:

  • Transparent financial and operating information
  • Meaningful public input
  • Responsible long-term planning
  • Protection of public access and affordability
  • Preservation of the public swimming lagoon and sandy recreation area
  • Careful analysis of noise, traffic, parking, and neighborhood impacts

Any operating model, commercial agreement, partnership, or programming plan should be evaluated against this central question:

Will this strengthen Seaside Lagoon as a public park, or will it substantially reduce the public Lagoon experience in order to support a premium commercial attraction?

Our Position

This petition supports responsible rehabilitation and necessary modernization. It does not oppose every concession, rental, lesson, event, or supporting amenity.

It asks that these uses remain subordinate to the public purpose of Seaside Lagoon.

The public swimming lagoon and sandy recreation area must remain substantial, meaningful, and central to the property. They should not be substantially reduced or displaced by a premium commercial attraction, including a commercial wave pool.
