Petition to Oppose the Partridge Preserve Development on Old Hard Road

We, the undersigned residents of Fleming Island and Clay County, strongly oppose the proposed development of 329 units on the remaining 63 acres of farmland along Old Hard Road — now filed under DEV_PLN1025-00109 and labeled Partridge Preserve.

This land is currently zoned Agricultural Residential (AR) and was previously the subject of PUD No. 24-0006, which we successfully opposed in 2025. Despite that unanimous rejection, the developers — Maronda Homes, in partnership with the Partridge family — have returned with a new plan under the Live Local Act, attempting to bypass community input and fast-track high-density construction.

Our concerns remain urgent and unchanged:

• Loss of green space and natural habitat, erasing the rural character of Fleming Island
• Severe traffic congestion on Old Hard Road, a narrow two-lane artery already stretched to its limits
• Strain on local schools and infrastructure, with no clear plan for mitigation
• Environmental impact, including flooding, runoff, and disruption to wildlife corridors
• Disrespect for community will, ignoring last year’s public outcry and unanimous denial

We’ve already seen survey crews on the property. The application is live on the county website. The meeting is scheduled. This is happening — unless we speak up again.

We respectfully demand that Clay County reject this new proposal and preserve the Agricultural Residential zoning that protects our community’s safety, character, and long-term livability.
