Save Mary Poppins mural in London

The Issue

My name is Patrick and I live in Earls Court, London. On 1st October, 2023 I painted a mural of Mary Poppins on my roof wall following the terrible earthquake in Morocco and the Libyan flood disaster and the enormous loss of life. It was painted as a symbol of hope in a World of despair.

The local council (Royal borough of Kensington and Chelsea) have let me know that the area is a conservation area and as such they require me to remove the mural as they consider it to be 'harmful graffiti' for the environment and they will take enforcement action.

The mural is not painted on the facade of the building but on a side elevation. I do not feel it is harmful to the environment or indeed graffiti. The council have given me 2 months to apply for planning permission and to canvass community views but strongly indicated that their position will not change.
