
The Planning Director, Janice Talley, and the Assistant Planner, Tony Scibilia, both have a potential conflict of interest. In their correspondence, they refer to "the need." This is nothing other than a colloquial reference to St. Luke's/Toni's religious belief that addressing food insecurity is a righteous act. It is not a proven statement of fact concerning or relating to any public purpose.
Of course, ALL persons are entitled to their religious beliefs, but a board hearing is a quasi-judicial proceeding and impartiality must be maintained. Because Janice Talley and Tony Scibilia share the religious beliefs of the applicant, and because they felt it necessary to memorialize their beliefs in official correspondence with the adjustment board, they cannot be relied upon to be unbiased and they must recuse themselves.
