The Issue

Petition to City of Portland, Urban Renaissance Group, and KKR & Co. Inc -Regarding the Future of Lloyd Center Mall


In regards to plans submitted by Urban Renaissance Group to the city planning offices and Design Commission which call for the demolition of Lloyd Center Mall, the undersigned do protest such a plan and submit the following:


Built in 1960 as a one-of-a-kind shopping center, Lloyd Center is not only of historic significance, it has become a vital community hub for many Portlanders, including small businesses, non-profits, and visitors of varying ages, abilities, and demographics. 


Additionally, Lloyd Center underwent a $50 million renovation just ten years ago, a huge investment in updating the interior infrastructure, giving the complex a contemporary facelift. 


While the building may be in need of maintenance and repairs, upgrading the existing infrastructure is a far more resource efficient alternative to a wasteful teardown, especially when the structure continues to mean so much to so many Portlanders. 


We request that the City of Portland and Design Commission reject the current plan that calls for the demolition of Lloyd Center Mall and mediate finding a solution that respects the mall's legacy as a historic destination and community hub for Portlanders for many decades. We ask that this solution include:

1. Preserving and maintaining the current structure that is Lloyd Center Mall.

2. Management that is responsive to the current existing culture and community at Lloyd Center (see 500+ community feedback).  

3. A long term plan that emphasizes adaptive reuse of existing structures and that recognizes the importance of the historic mall to Portlanders.

4. Exploring options to return ownership to Portland-based interests, or another solution that meets the aforementioned criteria.


The undersigned request that the Mayor, City Council, Design Commission, and mall ownership halt any plans to further demolish Lloyd Center, and instead pursue a plan that respects the mall as a historic community fixture, budding destination for Portlanders and tourists, and a civic asset worth preserving.
