URGENT: Help Needed for American Citizen in Life-or-Death Circumstances

Dear Sir/Madam,

Please consider this formal, written notification of the following situation:

We are writing to inform you of a life-or-death situation involving an American citizen residing in Chapala, Mexico, without current residency permission. The circumstances are urgent, and immediate assistance is necessary. Without intervention, this senior citizen’s life is at significant risk. We respectfully request that INM verify her irregular or illegal status so that she may be immediately deported to the United States, where she has medical coverage and can receive the urgent care she requires. If INM is able to confirm her illegal status, we urge the agency to exercise its right and obligation to relieve Mexico of the burden this individual has placed on its resources, while simultaneously ensuring her survival by enforcing her swift return to the United States for proper medical treatment—care she is not eligible for in Mexico.

This U.S. senior citizen has suffered a grave injury and undergone critical surgery, which was funded through a private community fundraiser. She is now left to recover alone in her home. She reports having no friends, no family, no financial resources, no food, no doctor and no health insurance in Mexico. Currently she is not under the care of a doctor and is not being monitored.

She is 100% non-ambulatory and unable to care for herself or meet even the most basic human needs. Additionally, she suffers from diminished mental capacity and/or dementia, which leaves her unable to communicate in complete or intelligible sentences. She is in a constant state of confusion, has serious memory impairment and is unable to retain or recall basic information, including critical details about her own health and daily needs. Given her mental state, she is unable to make life-saving decisions and is in urgent need of intervention.

Her medical conditions are further compounded by issues such as alcoholism, high blood pressure, malnutrition, and complications arising from her recent surgery.

She is living alone in deplorable conditions, with a rat infestation, and has no access to clean clothes, bedding, or a sanitary living environment. Due to her inability to care for herself, she is forced to lie in her own diarrhea, which contaminates her wound, leading to a serious risk of infection. She is unable to clean herself or her living space, further exacerbating her deteriorating condition.

Due to her current condition, she is incapable of making decisions regarding her own health or well-being. Immediate intervention from the Mexico government is required to facilitate her return to the United States, where she is eligible for Medicare and can receive the 24/7 care and hospitalization she desperately needs to survive.

Every avenue has been exhausted, and there are no resources available in Mexico to help this woman. We respectfully request that INM verify her immigration status and urgently intervene to save her life.

Por favor, considere esta notificación formal y por escrito de la siguiente situación:

Nos dirigimos a usted para informarle sobre una situación de vida o muerte que involucra a una ciudadana estadounidense que reside en Chapala, México, sin la debida autorización de residencia. Las circunstancias son urgentes y se requiere asistencia inmediata. Sin intervención, la vida de esta persona mayor está en grave riesgo. Respetuosamente solicitamos que el INM verifique su estatus irregular o ilegal para que pueda ser deportada de inmediato a los Estados Unidos, donde tiene cobertura médica y puede recibir la atención urgente que requiere. Si el INM puede confirmar su estatus ilegal, instamos a la agencia a ejercer su derecho y obligación de liberar a México de la carga que esta persona ha colocado sobre sus recursos, al mismo tiempo que asegura su supervivencia mediante la ejecución de su pronta devolución a los Estados Unidos para recibir el tratamiento médico adecuado, atención para la cual no es elegible en México.

Esta ciudadana estadounidense de la tercera edad ha sufrido una grave lesión y se ha sometido a una cirugía crítica, financiada mediante una recaudación de fondos comunitarios privados. Ahora se encuentra en su casa, recuperándose sola. Informa que no tiene amigos, ni familia, ni recursos financieros, ni comida, ni médico, ni seguro médico en México. Actualmente no está recibiendo atención médica ni está siendo monitoreada.

Es completamente no ambulatoria y no puede cuidar de sí misma ni satisfacer incluso las necesidades humanas más básicas. Además, sufre de disminución de la capacidad mental y/o demencia, lo que le impide comunicarse en oraciones completas o inteligibles. Se encuentra en un estado de confusión constante, tiene serias dificultades de memoria y no puede retener ni recordar información básica, incluidos detalles críticos sobre su propia salud y necesidades diarias. Dado su estado mental, no puede tomar decisiones que salven su vida y necesita intervención urgente.

Sus condiciones médicas se ven aún más agravadas por problemas como el alcoholismo, la hipertensión, la desnutrición y complicaciones derivadas de su reciente cirugía.

Vive sola en condiciones deplorables, con infestación de ratas, y no tiene acceso a ropa limpia, ropa de cama ni un entorno sanitario. Debido a su incapacidad para cuidarse, se ve obligada a acostarse en su propia diarrea, lo que contamina su herida, lo que representa un grave riesgo de infección. No puede limpiarse a sí misma ni su espacio de vida, lo que agrava aún más su deterioro.

Debido a su estado actual, es incapaz de tomar decisiones sobre su salud o bienestar. Se requiere intervención inmediata por parte del gobierno de México para facilitar su regreso a los Estados Unidos, donde es elegible para Medicare y podrá recibir la atención y hospitalización 24/7 que necesita desesperadamente para sobrevivir.

Se han agotado todas las vías, y no hay recursos disponibles en México para ayudar a esta mujer. Respetuosamente solicitamos que el INM verifique su estatus migratorio y que intervenga urgentemente para salvar su vida.
