The Issue

Fu Bao, the beloved giant panda born in South Korea and sent to Shenshuping Panda Base in China in April 2024, is currently showing alarming signs of abuse and neglect.

Key concerns include:

- May 2024: Severe fur loss, lethargy, unsteady gait immediately after quarantine

- December 2024: Full-body seizures, with no transparent diagnosis or explanation

- May 2025: Denied food during public enclosure visits under a suspicious “estrus” claim—raising starvation concerns

Despite public concern, authorities have failed to provide medical records, proper veterinary care, or independent oversight, violating international animal welfare standards.

**We demand:**

1. An independent veterinary inspection at Shenshuping Panda Base

2. Full disclosure of Fu Bao’s medical & behavioral records since April 2024

3. Consideration for transfer to a neutral sanctuary or return to South Korea if welfare standards remain unmet

Fu Bao is more than a panda—she embodies empathy, dignity, and the human–animal bond. Her continued suffering under the guise of conservation is unacceptable. We urge CITES and global animal welfare bodies to step in now.
