SAVE ALLEGRO MUSIC FROM COMPULSORY ACQUISITION SAY NO TO THE LOOPS
The issue
Allegro Music, established in 1988 is a 37-year-old instrumental music teaching practice in Glandore South Australia. We are currently at 116 Anzac Hwy but were originally located at 592-594 South Road. Our move to Anzac Hwy was as a result of compulsory acquisition in 2007 for the construction of the Gallipoli Underpass. This was a very traumatic experience, and we were poorly compensated.
Before purchasing the property at 116 Anzac Highway, we consulted with the Department of Infrastructure and Transport (DIT) in 2006, who assured us that properties on Anzac Highway would not be acquired given its status as a 'sacred road' and the historical significance. Taking them at their word, we invested in our current property and have continued our teaching practice here since 2007.
In early 2023, we were told that our property would not be required for the T2D Project. In July 2024 DIT erected a 3-meter-tall cyclone proof fence to protect our property from all the construction work going on around us. This new boundary fence signified the finality of our involvement. There was further conversation that in five years DIT would be back to build a sound wall.
On March 3rd 2025 everything changed. We were blindsided by DIT's backflip after we were assured in early 2023 that we were not required. We tried so hard to get a meeting with the Minister and the Premier to discuss our situation personally. We sent many emails and made many calls all to no avail. Contrary to what the Minister has said about DIT having multiple meetings with us, we've ONLY HAD ONE. It took three weeks of calls and emails with the Minister's Liaison Officer to organize that ONE meeting at Allegro Music.
DIT's early 2023 design for the intersection of Anzac Hwy & South Rd included the right-hand lane turns. The current plan for the new design has removed the right-hand turns from Anzac Hwy to South Rd and replaced them with loops. This decision contradicts the election promise made by Labor in 2022, which was to reinstate the right-hand lane turns from Anzac Hwy into South Rd (because the Liberal design had removed them altogether).
The community fought long and hard to have the right-hand lane turns reinstated in the design. Maintaining the designated right-hand lane turns means exactly that, not going left via loops. DIT is presenting these loops as if they are right-hand turns. They are not.
These proposed loops will be an eyesore permanently scarring the landscape because they require a staggering amount of land in their design. The vast area of land inside those loops will be wasted, inaccessible to anyone and unusable for anything. This is prime real estate and should not be wasted. Unfortunately, Allegro Music is in the path of these loops. Through no fault of our own and despite our best efforts to protect ourselves, we are facing a second compulsory acquisition.
DIT has stated in their Project Update dated 28 May 2025, that this loop design will save motorists approximately two minutes. The government cannot possibly justify more destruction for a supposed two minute saving. We did our own testing and ONLY waited 43 to 48seconds. At what cost do we accept further devastation of the GLANDORE community?
The government will have you believe that traffic turning right from Anzac Hwy into South Rd is causing delays, in order to validate this loop design. Anzac Hwy IS NOT the problem and shouldn't suffer for it. South Rd is the issue here and the work being done for the T2D project should hopefully address it. Time will tell. Successive governments have designed and constructed new roads that are supposedly fit for purpose and good for the community. How many of us dread driving through the Bedford Pk and Flinders Uni/FMC area? Locals in the inner west have voiced that the South Rd design has physically divided their communities.
We were told by a DIT Engineer that eliminating the right-hand lane turns from Anzac Hwy to South Rd would keep traffic flowing. That's not entirely correct because there will STILL be three right-hand lane turns from South Rd to Anzac Hwy in both directions that will stop traffic flow. That justification is misleading.
When traffic lights are red at the intersection of Anzac Hwy & South Rd, vehicles exiting the loops into South Rd will bottleneck until the traffic lights go green. The time motorists spend waiting to leave the loops will negate the two minutes DIT says they will save by removing the designated right-hand lane turns on Anzac Hwy. In all probability, motorists will end up spending more than two minutes trying to navigate staying left, THEN entering the loops AND waiting to exit the loops.
The destruction of Allegro Music, it's Neighbours and the two significant trees that are left, would have all been for nothing. What a disgrace.
Our original majestic Art Deco property was built in 1945 by a returned WW2 serviceman who was a prisoner of war. We have been the custodians of this property and restored it to its former glory. Many other architecturally & historically important properties in Glandore have been demolished for the T2D project. So many significant trees have also gone. There are only 2 significant trees left. One is in a property that is also facing compulsory acquisition, and the other we helped to save almost 2 years ago.
The character of Anzac Hwy has changed dramatically in the last decade with the loss of many architecturally grand old homes to modern developments. The suburbs along Anzac Hwy are barely recognizable. We need your support to help us preserve this wonderful Art Deco building at 116 Anzac Hwy where Allegro Music lives for future generations to appreciate and admire and for us to continue our life's work.
This petition urges Minister Koutsantonis to keep his 2022 election promise to reinstate the right-hand lane turns from Anzac Highway to South Road as per the 2023 design.
