There is a special place in hell for people who do this to dogs ! The sweetest dog that came to me today, has a HUGE cut around his whole neck like if someone maybe had him tied up. Extremely underweight, but super nice and came right up to me and jumped into my car. If anyone has a rescue or know a rescue please help this boy out. I had to take him to Hesperia AC because I have to go to work and I couldn't leave him home with my dogs who can be territorial.
