I am being told by Philip K. Mosley, Jr. CBO, Director of Community Services/ Deputy Director of Emergency Services, City of Big Bear Lake that there is nothing we can do in regard to changing how we work with our animals to achieve NO KILL in Big Bear Lake and surrounding communities.
If that is true, please explain this videotaped City Council Meeting - 9/26/2016 starting at 23:30. It explains how the city has taken on new policies and procedures concerning animal control by adding to its city ordinances. In the video, we see the Philip K. Mosley, Jr. petitioning the Council for changes San Bernardino County would like our city to make. However, when the proposed change comes from our Big Bear Lake residents, his answer is "no." Watch in this video how Philip K. Mosley, Jr. walks the City Council through making changes on citywide animal control ordinances. He isn't telling the city that he recommends that we don't follow their recommendations. Instead, he encourages the Council to adapt and make changes to our city bi-laws. As the residents of Big Bear Lake and surrounding areas controlled by the County, we tax payers ALSO have a say in how our City and County is managed. I petition the City Council LISTEN to the residents of Big Bear Lake and consider further additions to our ordinances regarding the humane treatment of our animals.
A "Draft Ordinance" seems to be the way we introduce new ideas to the City Council just as the County presented a "Draft Ordinace" for the City Council to approve. In the video linked below, we can see Philip K. Mosley, Jr. using this tool to align Big Bear Lake with County rules and regulations because at that point, our city rules and regulations were NOT in alignment with the County rules and regulations. So, Big Bear Lake can and HAS existed while NOT in alignment with County Rules and Regulations.
You clearly state in this video Mr. Mosley Jr. that Big Bear Lake has Animal Control Regulations that are NOT in line with County so we can agree that Big Bear Lake has its own rules and regulations that can be changed to reflect a "better" management of our homeless and neglected animals. You state, "Certain provisions of our existing animal control regulations are in conflict or lacking with respect to County's Animal Control Regulations." Then, the City Council votes to make CHANGE! All we are asking is that our city adopt additional "humane" regulations.
