The Director of Community Services sent me a copy of our lease with the County for the Animal Shelter. In Mr. Mosley's email, he maintains a privileged communications clause I will choose to honor. However, I will provide my response to his email. In short, Mr. Mosley has communicated he has already met with the County pertaining to the lease extension. He also communicates to me that his intention is to extend the lease. The tone of the email reflects his concern that I think we should in some way not honor the lease extension (see his prilvedged communications clause below and my response which does not have the same prilvedged community clause).

My response:
Hi Phil:
Thank you for sending me a copy of the lease we maintain with the County of San Bernardino and supportive documentation.
Since this was a lease entered into back in 1984, I’d like to know what “care and control items” you have requested be added to our lease extension. Have you completed or conducted any community surveys or focus groups pertaining to the quality of care our community feels we are receiving from the County? Since you’ve already met with Greg Beck, I’d like to know if you have communicated to Mr. Beck the evolving cares or concerns our community has pertaining to the services they are providing. Many advances in technology and medicine have happen over the last 25 years. Have you been provided the results of any performance reviews over the last 25 years?
In so far as negotiations, we would like to know if you asked the County for:
• Reduced fines and fees for low-income home owners and renters, veterans, disabled persons and all those on limited incomes
• Required rescue cooperation with all “owner-surrendered” animals unless animals have met with a vet or behavioral specialist
• Requested "on-site" low cost or free spay/neuter services
• A commitment to ensure our shelter achieves a save rate of 99% or higher.
• A mandatory Volunteer Program for those interested in volunteering at our shelter
Please send me a complete list of items you’ve requested in consideration for allowing the County to use our city building for free while also retaining 100% of licensing fees and fines.
