MARN declara inexistencia de expediente ambiental para proyecto CIFCO en El Espino
El Ministerio de Medio Ambiente y Recursos Naturales ha respondido formalmente a nuestra solicitud de información indicando que no existe en sus registros información relacionada con el proyecto “CIFCO” en la ubicación “Finca El Espino”
La Dirección de Evaluación y Cumplimiento Ambiental afirma haber realizado búsqueda exhaustiva y concluye que la información solicitada es inexistente.
Esta respuesta genera una pregunta fundamental:
Si no existe expediente ambiental registrado para ese proyecto en esa ubicación, ¿existe Permiso Ambiental vigente para cualquier intervención en esa zona?
El bosque El Espino es un ecosistema de alta sensibilidad hídrica y ambiental. La legislación salvadoreña exige evaluación ambiental previa para proyectos que puedan generar impacto.
Por ello, presentaremos una nueva solicitud para que el Ministerio certifique expresamente si existe o no Permiso Ambiental vigente para cualquier obra en esa porción de la Finca El Espino, independientemente del nombre bajo el cual se haya tramitado.
No estamos especulando.
Estamos solicitando claridad documental.
La ciudadanía tiene derecho a saber:
– Si existe evaluación ambiental.
– Si existe permiso formal.
– Si se han realizado inspecciones.
Transparencia no es confrontación.
Es responsabilidad institucional.
Seguimos actuando por vías legales y pacíficas.
Seguimos defendiendo El Espino con datos.

Citizen Update: Environmental Authority Declares No Record of Project in El Espino
We have received a formal response from El Salvador’s Ministry of Environment and Natural Resources (MARN) regarding our public information request about the proposed CIFCO construction in the El Espino forest area.
In its official resolution, MARN states that after conducting what it describes as an “exhaustive search,” it found no record in its Evaluation and Environmental Compliance Directorate of any environmental file, permit, or documentation registered under the name “CIFCO Project” at the geographic location “Finca El Espino.”
The Ministry formally declared the requested information nonexistent under Article 73 of the Access to Public Information Law.
This response raises a fundamental question:
If there is no environmental file registered under that project name and location, does an environmental permit exist at all for any construction or material intervention in that portion of El Espino?
El Espino is a highly sensitive ecological and hydrological area. Salvadoran environmental law requires prior environmental evaluation for projects that may generate environmental impact.
For this reason, we will submit a new, more precise request asking the Ministry to formally certify whether any environmental permit exists for any construction or intervention in that geographic area, regardless of the project’s commercial or institutional name.
We are not speculating.
We are requesting documentary clarity.
The public has the right to know:
Whether an Environmental Impact Assessment (EIA) exists.
Whether a valid Environmental Permit has been granted.
Whether inspections have been conducted.
Transparency is not confrontation.
It is institutional responsibility.
We continue to act through legal and peaceful channels.
We continue to defend El Espino with documentation, not assumptions.
