They are keeping it quiet but the anti-car City of London is actually consulting on and likely to implement a new 15MPH City wide limit! 

There will be no point in taking a bus to work and TFL is now making losses on their network. Usage is already falling before these measures. In our cars, at 15mph, we will be holding up the cyclists.
