''A voice for Conner'' parents of the murdered teen being denied access to official report
The Issue
''A voice for Conner''Conner Marshall was murdered in an unprovoked attack in Porthcawl, Wales in early March 2015.His family and friends have been left heartbroken and devastated. The anguish, hurt and unfairness of this sustained and heinous attack inflicted upon Conner is often unbearable and overwhelming. Conner's family have been made aware that the convicted murderer David Braddon was in fact already being supervised within the National Probation Service / Wales Community Rehabilitation Company under TWO separate community orders at the time of the attack as a result of a number of previous offences, including an assault of a Police Officer. As a result a SERIOUS FURTHER OFFENCE REPORT was undertaken by senior managers. To date we have been disallowed and unable to have access to this full report. Despite numerous attempts and requests to managers, directors, MPs and Government Ministers we remain without answers and explanations as to many aspects of the case management. The immense feeling of disappointment and suspicion towards those in authority who hold the key to authorise the access to the full report has been consistently ignored and overlooked. Being parents, to a murdered son is not a choice of ours. Knowing that the National Probation Service / Wales Community Rehabilitation Company miss managed and failed to identify numerous factors within this case review is unacceptable and inexcusable. Many opportunities to improve practice, secure organisational improvement and ultimately identify flaws and negligence have been overlooked and denied. Sadly Conner no longer has a voice, so we as his parents are committed to seeking honest, truthful answers and explanations from those who deny us this very basic need. A SERIOUS FURTHER OFFENCE REPORT identifies the need for team and organisational improvement. Many agencies have been involved in the supposed management and support of a criminal. Yet we as a grieving family are denied access to this information, and discouraged and forbidden from discovering the full contents of the report. We hereby petition for the publication, release and explanation of the;SERIOUS FURTHER OFFENSE REPORT in acknowledgment to the pain and distress caused. ''A voice for Conner'' is essential
