Re: Rotonda West Property Owner Objection – Proposed 212-Unit Development

We, the undersigned property owners of Rotonda West, submit this letter to formally express concern and request heightened scrutiny regarding the proposed 212-unit multifamily development planned between Broadmoor Road and Long Meadow Road.

We understand that the subject property is zoned Community Transition (CT) and that multifamily residential use is being reviewed administratively as a conditional use. However, the scale, density, and location of this proposal—directly adjacent to established single-family neighborhoods—raise significant concerns that warrant careful and thorough review before any approvals are issued.

Specifically, residents request detailed evaluation and confirmation of the following:

Traffic and Public Safety - Broadmoor Road, Long Meadow Road, Parade Circle and adjacent roads already experience congestion and limited capacity. Residents are concerned about peak-hour traffic generation, emergency vehicle access, evacuation capacity, and overall roadway safety associated with a 212-unit development.

Cumulative Development Impacts - Residents have recently become aware of an additional proposed multifamily development at 145 and 155 Parade Circle, consisting of approximately 32 units on 3.22 acres, with access from Parade Circle. When considered together with the proposed 212-unit development between Broadmoor Road and Long Meadow Road, this represents a substantial concentration of new residential units within the same immediate roadway network and neighborhood area. Property owners request that Charlotte County evaluate the cumulative impacts of both developments—including traffic generation, roadway capacity, emergency access, infrastructure demand, stormwater management, and neighborhood compatibility—rather than reviewing each project in isolation. Given the proximity of these sites and their shared access points and surrounding residential context, a coordinated and comprehensive review is necessary to ensure public safety, infrastructure adequacy, and consistency with surrounding neighborhoods.

Infrastructure and Utilities - We request confirmation that water, sewer, stormwater, and drainage systems have sufficient capacity to serve this development without negatively impacting existing residents, and that all required utility availability documentation has been reviewed and approved.

Environmental Impacts - The area is known to support protected wildlife species, including gopher tortoises, scrub jays, and eagles. Residents request confirmation that all required wildlife surveys, permits, buffers, and mitigation measures are complete, current, and fully compliant with state and county regulations.

Stormwater and Flooding - Residents seek assurance that stormwater management and drainage plans adequately address runoff, floodplain considerations, and downstream impacts on surrounding homes, particularly during heavy rain events.

Neighborhood Compatibility - The proposed development directly abuts single-family homes, raising concerns regarding buffering, building mass and height, lighting, noise, long-term neighborhood character, and potential adverse effects on marketability and property values in an area already experiencing extended home listing times.

A significant number of residents were unaware of this proposal due to the absence of public notice or hearings associated with administrative review. While we recognize the applicable zoning framework, we respectfully request that Charlotte County apply all code requirements rigorously and impose appropriate conditions or mitigation measures necessary to protect public safety, environmental resources, and established neighborhoods.

This letter is submitted to ensure that the concerns of affected residents are formally documented as part of the project record.
