I am encouraging anyone who is a victim of gang stalking, or, is concerned about someone who is to write to the FBI and make a FOIA request to find out what they know about this mass movement. Any information in FBI’s records, whether in print, audio, digital, or, any other form or format including electronic records (hereafter “FBI records”) related to the national phenomenon of gang stalking. 2. “Gang Stalking” is known by other synonymous names/terms including, but not limited to: community stalking, group stalking, organized stalking, cause stalking, revenge stalking, vigilante , or stalking, terrorist stalking, community-based harassment, and gaslighting. I request information , and related to all FBI records related to any of these terms, and, any similar terms. For purposes of this request information requested for gang stalking includes a request for information about all of the aforementioned synonymous terms (community stalking, etc.). I request that in addition to any other searches necessary to make the search for this request a legally adequate and reasonable one, that, at a minimum, the FBI conduct a Central Records System ("CRS") main file search AND also cross-reference (a.k.a. reference) search for the term/subject "gang stalking" AND for all of the aforementioned synonymous names/terms (community stalking, etc.), and, for any other similar term. 3. Gang stalking involves groups of individuals ("gang stalking groups") operating territorially and nationwide, and, in communication and collusion with each other, to violate the civil rights of, and disrupt, destabilize and finally destroy individuals who are put on a Stalking List for various reasons. The gang stalking groups use both intensive physical and electronic surveillance means to do this (including the "gang stalking methods" elaborated upon in paragraph number 4 below). These stalking groups use sophisticated electronic techniques and equipment, including, but not limited to, audio surveillance ("bugging"), video surveillance, computer spyware, GPS tracking, electronic scanners, two-way radios, ham radios, CB's, nextell direct connect phones, electronic jammers, as well as other similar electronic equipment. Both fixed surveillance (e.g., from apartments, vans, etc.) and mobile (on foot and moving vehicle) surveillance are used by the gang stalking groups. On foot surveillance is performed using tactics like flashmobbing, and, using undercover protocol and standardized hand signals similar to law enforcement. I request any information in FBI records related to gang stalking groups, their techniques, modus operandi and equipment. I request that the FBI conduct a CRS main file search AND cross-reference (a.k.a reference) search for the subject/term "gang stalking group(s)". Also, I request that the FBI perform a cross-reference (a.k.a. reference) seach for the terms "surveillance", "physical surveillance", "electronic surveillance" and "electronic stalking" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.), AND, for all main file searches pertaining to "gang stalking groups". 4. Gang stalking methods include, but are not limited to, "street theatre", in which targets of gang stalking are subjected in public to rudeness, loud speaking and personal references to themselves and their private activities by persons within the gang stalking conspiracy; related "Flashmobbing", or, the coming together of an often large group of individuals in the gang stalking conspiricy to disrupt, intimidate, harass and otherwise confuse a gang stalking victim (this is arranged by electronic communication via e-mails, text messages, etc., sent to mobile phones and similar electronic devices). Street theatre and related flashmobbing involve staged, choreographed behavior similar to acting or skits performed by one or several individuals at a time. Dangerous tailgating and headlight brighting while the targeted individual is followed when driving committed by the gang stalking conspirators. Theft and vandalism of the targeted individual’s property including that of their home(s) and vehicle(s) committed by members of the gang stalking conspiracy. Noise campaigns in which gang stalking conspirators and recruited neighbors use car honking, continuous hitting of the panic button on car alarms, door slamming, light shining and other distractions to harass the gang stalking victim (noise campaigns conducted at night are frequently timed to correspond to the targeted victims time of sleep, and, are intensified at night to deprive the victim of proper sleep). Conspicuous surveillance and following both on foot and by vehicles used by the gang stalking conspirators against the targeted individual. Systematic slander and villification (e.g., spreading rumors) of a targeted individual in the targeted individual's living community, working community and environs, with an attempt to dehumanize and otherwise isolate the targeted individual. Disruption and coercion used against employers of the individual targeted by gang stalking in order to get the targeted individual fired (including any incidents of workplace mobbing or hostlie work environment / constructive termination having any nexus to gang stalking). Coercion used against targeted business owners involving threats to employees, theft of business property, and threats to customers, suppliers, and, others who deal with the targeted individual's business by members of the gang stalking conspiracy in an effort to destroy the targeted individual’s business. Electronic bugging used against a targeted individual, and, disruption or theft of their mail, phone-lines, e-mails, computers, internet, electricity, water service, and any other necessary service. Disruption against any services of a targeted individual by members of the gang stalking conspiracy. Targeting the individual’s friends, family and even children in order to harm and discredit the targeted individual and isolate them conducted by members of the gang stalking conspiracy. Psychological warfare conducted by members of the gang stalking conspiracy against the targeted individual to create phobias and to feed known phobias of the victim (i.e. "sensitizing"). Gang stalking victims have had their pets poisoned and otherwise harmed and killed. Gang stalking groups use of probability patterns, based on the observed behavior of the targeted individual, in conjunction with audio/visual/GPS surveillance, in order to calculate the probability of physical movements of the targeted individual, and calculate the probable locations in places and at times when the target of gang stalking would appear, in order to harass and continue gang stalking activities directed against said targeted individual. Any similarity between the above-described probability analysis procedures and FBI surveillance procedures rooted in any such similar applied behavioral science. The ultimate goal of gang stalking is to isolate and destroy an individual by creating an unlivable hostile living environment and to thereby produce a forced suicide. I request any and all FBI records on the above-stated gang stalking methods and any similar methods. I request that the FBI conduct a CRS main file search AND cross-reference (a.k.a. reference) search for the subjects/terms "gang stalking methods", "flashmobbing", "flash mob", "noise campaigns", "workplace mobbing", "street theatere", "street theatre" and "electronic harassment". 5. Any FBI records indicating the number of individuals targeted by gang stalking (i.e., gang stalking victims). I request that the FBI conduct a main file CRS search for the term "targeted individual(s)". I request that the FBI perform a cross-reference (a.k.a. reference) seach for the term "targeted individual(s)" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 6. Any FBI records indicating the number of individuals involved in gang stalking groups nationwide. 7. Any FBI records indicating the status/make-up of members and/or recruits in the gang stalking groups including, but not limited to, local criminals, cops, firefighters, EMT workers, taxi drivers, essential service workers (telephone, electricity, janitors), former victims recruited and any other group representing a statistical identifiable, portion/percentage of the gang stalking groups. 8. Any FBI records indicating the suicide, mental breakdown, or, other physical, mental, monetary, or, penal harm that befell any gang stalking victim as a result, or a believed result, of their being subjected to gang stalking and gang stalking methods. 9. Any FBI records indicating a concerted effort on the part of any federal, state or local authorities to keep gang stalking out of major media coverage and off certain websites such as Wikipedia, and, to otherwise control the flow of information related to gang stalking in any form or format by governmental authorities. Any FBI records indicating that the FBI and/or coordinating agencys have spread disinformation related to gang stalking through the press, internet or other media for any reason. I request that the FBI perform a cross-reference (a.k.a. reference) seach for the terms "media" and "press" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 10. Any FBI records indicating that publicly funded victim’s groups are being censored in any way regarding the information they receive and transmit to any party regarding gang stalking. Any FBI records indicating the use of federal funding as a tool to control the flow of information, directly or indirectly, regarding gang stalking. Any FBI records indicating gang stalking that are constructively owned, constructively controlled and/or constructively possessed by the FBI such as records of federally funded victim's groups or similar groups (e.g., a federally funded victim's group has an obligation to obtain clearance from the federal government before transmitting their records to a third party). I request that the FBI perform a cross-reference (a.k.a. reference) seach for the term "publicly funded victims groups" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 11. Any FBI records indicating the increase in frequency of gang stalking activity from 1990 to present. 12. Any FBI records indicating coercion or bribery being used by gang stalking groups to force or bribe neighbors, local businesses and others in the community of a targeted individual to participate in the gang stalking methods/activities directed against one or more targeted individuals within a community. 13. Any FBI records indicating the motives behind the gang stalking of individuals such as personal vendettas, family vendettas (including "generational victims" such as first generation victim, second generation victim, etc.), whistle-blowing (corporate and government), employment disputes/lawsuits, political views, political activism, sexual orientation, interracial relationships, gay and lesbian relationships, HIV status, business disputes, marital disputes, monetary disputes, immigration status, foreign birth, victims of opportunity, any other similar factors, and, any other similar motives for gang stalking. 14. Any FBI records indicating the funding of gang stalking groups including, but not limited to, narcotic and other racketeering funds, corporate funds, local business funds and government money (e.g. paid informants), monetary crimes by the gang stalkers, or, payment for surveillance or intelligence collected by gang stalking groups paid for by racketeers, narco-traffickers and/or other criminal associations made to the gang stalkers for services gang stalking groups rendered. I request that the FBI perform a cross-reference (a.k.a. reference) seach for the terms "funds" and "funding" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 15. Any FBI records indicating the number of informants (paid and unpaid), and agents provocateur under the control of federal, state and local law enforcement within these gang stalking groups. For instance, during the Civil Rights Era the FBI now acknowledges 20% of KKK members were informants. I request that the FBI perform a cross-reference (a.k.a. reference) seach for the terms "informant(s)" and "agent(s) provocateur" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 16. Any FBI records relating to a List on which gang stalking victims are placed which initiates and/or maintains the gang stalking activities against them. I request that the FBI conduct a cross-reference (a.k.a. reference) search for the terms "list(s)" and "gang stalking list(s)" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 17. Any FBI records indicating a hierarchy within the gang stalking groups including a chain of command. I request that the FBI conduct a cross-reference (a.k.a. reference) search for the terms "hierarchy" and "leadership" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 18. Any FBI records indicating that any person(s) targeted and victimized by gang stalkers were subject to this activity across state lines as they lived and/or traveled in different states. I request that the FBI conduct a cross-reference (a.k.a. reference) search for the term "federal jurisdiction" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 19. Any FBI records that pertain to the psychological profiles of gang stalking members, akin to the FBI’s psychological profiles on serial killers. I request that the FBI conduct a cross-reference (a.k.a. reference) search for the terms "gang stalking members", "gang stalking group members", and "psychological profiles" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 20. Any FBI records indicating the number of complaints made to the FBI or any other prosecutorial office and/or law enforcement authority complaining about gang stalking from victims or anyone else . Any FBI records indicating an increase or decrease in gang stalking activities against a targeted individual complaining to the FBI or any authority regarding their being targeted by gang stalking, gang stalking groups, gang stalking methods, etc., whether in writing or otherwise, and including complaints describing gang stalking methods that did not refer to gang stalking or synonymous terms, but, described similar behavior. I request that the FBI search the CRS and other indices to find all FOIA requests relating to the subject/term "gang stalking" and also for any similar term (e.g., community stalking, etc.). I request that the FBI conduct a cross-reference (a.k.a. reference) search for the terms "complaint(s)" and "inquiries" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 21. Any FBI records indicating the internet traffic related to gang stalking including Google hits related to gang stalking and synonymous terms. For example recent Google hits for the following terms include: Community Stalking 5,160,000; Group Stalking 4,210,000; Cause Stalking 4,880,000; Organized Stalking 1,860,000; Revenge Stalking 1,390,000; Terrorist Stalking 743,000; Vigilante Stalking 116,000; Gaslighting 329,000; Gang Stalking 362,000. I request that the FBI conduct a cross-reference (a.k.a. reference) search for the term "internet" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 22. Any FBI records related to the book Cause Stalking (ISBN-13: 978-0970309259) by David Lawson P.I. (Scrambling News 2007). Any FBI records related to any FBI involvement in the writing, publication, production, distribution, promotion, or, FBI efforts to inhibit the distribution, publication, or promotion of said book Cause Stalking. I request that the FBI perform a CRS main file search and cross-reference (a.k.a. reference) search for the aforementioned book Cause Stalking. 23. Any FBI records indicating that gang stalking represents a threat to National Security, State Secrets and/or the Federal Witness Protection Program. I request that the FBI perform a CRS cross-reference (a.k.a. reference) search for the aforementioned terms "national security", "state secrets" and "witness protection program" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 24. Any FBI records consisting of or related to requests for FBI records on gang stalking under the Freedom of Inormation Act "FOIA". I request that the FBI search the CRS and other indices to find all FOIA requests relating to the subject/term "gang stalking" and also for any similar term (e.g., community stalking, etc.). I request that the FBI conduct a cross-reference (a.k.a. reference) search for the terms "freedom of information act" and "foia"" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 25. Any FBI records indicating that any mass violence such as mass shootings, including but not limited to, school shootings, have any relation to gang stalking (e.g., indication that victim of gang stalking was actual or suspected shooter). Any FBI records indicating that gang stalking activities are taking place and/or have taken place in any University, College, or any school, or, any other similar institution. I request that the FBI perform a CRS cross-reference (a.k.a. reference) search for the terms "mass shooting(s)", and "school shootings" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 26. Any FBI records indicating the striking similarity between gang stalking methods and illegal FBI COINTELPRO methods (requester is aware that the FBI allegedly "abandoned COINTELPRO" circa. 1974 after embarrassing congressional hearingss ,i.e., Church Committee and Pike Committee). I request that the FBI perform a CRS cross-reference (a.k.a. reference) search for the terms "counterintelligence program", and "cointelpro" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 27. Any FBI records indicating any involvement by any civilian community policing group, citizen informant group, "Patriot" group, public-private partnership and/or neighborhood watch group in gang stalking, whether such group or association is or was formal or informal, governmental, quasi-governmental, or nongovernmental, such as, but not limited to, programs operated under TIPS, GHETTO INFORMANT, etc. Any FBI records indicating the use of various "private" organizations to perform mass surveillance of the public including, but not limited to, INFRAGARD, USAonWATCH, CITIZENCORPS, VOLUNTEERS IN POLICE SERVICE; any such group(s) being involved in gang stalking at the behest of any government agency or official or otherwise involved in gang stalking; any FBI records indicating that any such groups are being used to circumvent law enforcement civil liberties obligations in carrying out their mission since such groups are colorably exempt from Fourth Amendment, Bivens claims, etc. I request that the FBI perform a cross-reference (a.k.a. reference) search for the terms "civilian community policing group", "citizen informant group", "Patriot group", "public-private partnership", "neighborhood watch group", "INFRAGARD," "USAonWATCH", "CITIZENCORPS", "VOLUNTEERS IN POLICE SERVICE" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). 28. Any FBI records indicating any involvement by the military (including Special Forces) in any aspect of gang stalking possibly violating the Possee Comitatus Act. Any FBI records indicating a major governmental crime by the United States under national or international law for its actions related to or condoning of gang stalking, such as, but not limited to, a Crime Against Humanity under the Rome Statute of the International Criminal Court (requester is aware U.S. is not presently a signatory to this particular law), or, the crime of Genocide,or, complicity in Genocide. Any FBI records indicating a colorable interpretation of Genocide or Crimes Against Humanity for the role of the United States in gang stalking based upon its de facto control of gang stalking groups and those groups intent to destroy individuals. Any FBI records indicating evidence of Genocide, Extermination, or, other Crimes Against Humanity by gang stalking groups under de facto control of the United States government such as high death rates related to individuals targeted by such groups, unusual lack of procreation, or, other indicia of genocidal impact on targets of gang stalking, attributable to such individuals being targeted by gang stalking. Any FBI records suggesting th United States government constructively "incited", "directed", "planned" ,"controlled", "coordinated", "promoted" and/or "provoked" activity leading to Genocide, or, a Crime Against Humanity in its actions related to or condoning of gang stalking activity. Any FBI records indicating that the FBI may face potential criminal or civil liability for its role in gang stalking for any reason, including but not limited to, the misuse of informants, agents provocateur, subagents and/or criminal conduct or any misconduct of any FBI agent, supervisory agent, employee, or, any other person or entity, including coordinating agency actors in federal, state or local government, and, any private persons or associations. I request that the FBI perform a CRS cross-reference (a.k.a. reference) searchfor the terms "legal liability", and "tort liability" for all main file searches pertaining to the subject/term "gang stalking" , of course, including all similar terms (i.e., community stalking, etc.). Any FBI records indicating the steering of gang stalking victims or potential members to gang stalking groups by any person(s) in governmnet or under government control (such as informants). Any FBI records indicating patent state action or governmental complicity in gang stalking, such as, but not limited to, involvement by federal agencies (e.g., mail disruption of gang stalking victims); state agencies (DMV issuing easily identifiable license plates such as partial plate sequences ending in a repeating sequence like “555” or “5555” for a gang stalking victim’s vehicle); or, local government (e.g., gang stalking victims being targeted for disparate treatment by local cops). Any FBI records indicating gang stalking or related workplace mobbing being conducted at venues highly regulated by government such as law offices, medical facilities, banks, accounting firms, financial institutions, etc., and/or any FBI records indicating any knowledge or belief that gang stalking or related workplace mobbing is happening in any such highly regulated venue (for example a belief or report by persons working at such a venue). 31. Any FBI records indicating that gang stalking victims are being issued governmental or private identification, or any other identifying particulars, such as licenses, billing numbers, telephone numbers, credit card numbers, other account numbers or card numbers, etc., that tag or identify them as gang stalking victims in order to single them out for disparate treatment by any governmental service or body, or, by any private entity or individual. 32. Any FBI records indicating that any calls to any Suicide Hotline or Suicide Prevention entity, or, any such similar entity received any calls from anyone contemplating suicide who complained of or self identified as being a target of gang stalking whether or not such records indicate such callers use of the term gang stalking (i.e., any information from any Suicide hotline indicating gang stalking victimization by a caller contained in any FBI record even if the caller did not use the term gang stalking, or a similar term (community-based harassment, etc.), but merely described the behavior and modus operandi of gang stalking and/or gang stlking methods)). 33. Any FBI records indicating that gang stalking members/participants include both genders, every race, color, creed, religion, national origin, sexual persuasion, the full political spectrum from far left to far right and every other similar demographic. Any FBI records indicating social engineering techniques/applied behavioral science techniques were utilized by FBI and coordinating government actors to create the programmatic gang stalking mass movement and assure it was as accepted and spread as widely as possible. 34. Any FBI records consisting of surveys, tallies, polls, or, other similar data compilations from any source indicating gang stalking victimization of any person or group. 35. Any FBI records indicating that gang stalking is an "open secret" widely known in government and/or media circles but officially unacknowledged such as Echelon, Israeli nuclear capability, etc. 36. Any FBI records indicating electronic surveillance of gang stalking groups. This request includes a request to search Elsur (electronic surveillance) Index, Misur (microphone surveillance) Index, and Fisur (physical surveillance) Index records for both a main search and cross reference search. Information is requested for both direct targets and indirect sources of said surveillance including "proprietary interest cards", "overhear cards", "mention cards" and any other category of information available (i.e., this request is for all information held on gang stalking groups, gang stalking group members, gang stalking targets/victims and any other source recorded in said indices and in any such similar index). 37. Any FBI records indicating the investigation of gang stalking groups, or, gang stalking members, or, any of their activities, finding any violation of criminal law of any state or that of the federal government, including, but not limited to the Patriot Act Section 802 (including any such records that are "timed out" for prosecution purposes by expiration of the relevant statute(s) of limitations). This request is to be interpreted very broadly. All non-exempt information must be released. Any claim made of privilege denying information and resulting in any withholding and/or redaction must be analyzed using the statutory mandatory segregrability analysis and minimized, including the release of any and all non-exempt information not inextricably intertwined with materials for which an exemption is claimed. Do not unlawfully respond that the information sought requires any waivers or is wholly exempt. Requester is aware that names and identifying particulars as well as other valid exemptions exist in many FBI files, and, therefore expects a proper and legal redaction effort. Any claimed exemption or withholding is reserved for appeal and further action by requester.
