Roll Back Guam's BPT For All Businesses!

The Issue

Action PAC, Inc. invites all legal voting-age residents of Guam to sign this petition to roll back the Business Privilege Tax (BPT) from 5% to 4% or more immediately and have their voices heard by our elected officials. 

In April 2018, the Business Privilege Tax temporarily increased from 4% to 5% under P.L. 34‐87. Although it contained sunset provisions, the BPT was never rolled back to 4% for all businesses. To this day, Guam’s resident and business communities continue to ask its elected leaders for their support in rolling back the BPT to 4% or less for all businesses as promised to the people.

Now more than ever, residents and businesses need help.

In addition to rising prices due to inflation, the impacts of COVID-19 created unprecedented economic impact and uncertainty for the people of Guam.

Additionally, government collections of the BPT far exceed what is needed for the government to operate. Now is the time to relieve the burden on the private sector, which is collectively the largest employer on the island.

We, the undersigned, seek financial relief through the rollback of BPT from 5% to 4% or more immediately to support all businesses so they can keep their doors open and protect the jobs of those who call Guam home.
