A change from R1 (single family) to R2x (multi unit) on the northwest corner of 14th Ave and 6th St Sw, Rochester, MN will not only adversely affect this neighborhood but will set a precedent of eroding neighborhoods in our community.  

-does not satisfy the criteria provided in section 60.338 Policy for Rezoning.

-There is not a public need for this amendment as there are ample market-rate apartments and townhomes within a 1⁄4 mile of the proposed parcel 

-This property cannot be properly classified as infill. Therefore, it runs counter to redevelopment goals of retaining and maintaining traditional stable residential neighborhoods, wherever located.

-The adoption would not be lawful as it represents illegal spot zoning.
