Attempts in the past have been made to allow borrowing from retirement accounts. I have provided the articles below (the end of paragraph). However, I want to make note to educate that the clear differentiation between my petition and these methods is that I am stating it should be an exclusive right of US citizens to be able to borrow without penalty (if following sound guidelines) the funds in one's own personal retirement account to pay fixed debts or asset purchases that can be used as asset balance; e.g. home or car. The attempts in the past have been tied to patent processes to control and profit via credit card system. I am not against against the credit card system; however, I am emphatically for legislation to provide independent means separate via an individuals own means based on borrowing from retirement funds.
