Revise Tax Deductions under 80DD for Individuals Caring for Dependents with Disabilities
The Issue
We, the undersigned citizens of India, and parents/families caring for persons with disabilities, would like to bring to your esteemed attention a pressing concern regarding the need to revisit and enhance the provisions of Section 80DD under the Income Tax Act, specifically concerning the deductions provided for individuals caring for dependents with disabilities.
The last revision of this provision was undertaken almost a decade ago, in 2015. Since then, there has been a significant increase in living costs due to inflation, making the existing deduction inadequate and incommensurate with the present economic scenario. You may agree when we say that the rising costs are hurting our pockets deeply. Sign this petition and urge the government to grant us relief in the form of increased income tax deductions.
Facts about Disabled Individuals in India:
- According to the Census of India 2011, approximately 2.68 crore people in India are living with disabilities, constituting about 2.21% of the total population at that time. The actual numbers could be higher in the current year, given the population growth rate.
- Persons with disabilities face substantial challenges in their daily lives, including healthcare costs, specialized education, mobility aids, therapy sessions, and various other expenditures related to their disability.
Moreover, since the last revision in 2015, the cost of living in India has risen significantly due to inflation. The Consumer Price Index (CPI) for the year 2015 was approximately 134.4, and as of the latest available data for August 2023, it has increased to approximately 186.2. The prices of essential goods and services, including medical expenses and specialized disability-related services, have surged; putting an additional financial burden on families caring for disabled dependents.
The deductions under Section 80DD at present, depend on the extent of disability. We urge the government to consider the following proposal for a revision of Section 80DD:
- Currently, the deductions start at 40% disability and above, but there are many individuals who are below this defined disability level and still need a lot of support. Therefore, we request to include a deduction of ₹1,00,000 for disability between 20% to 40%
- If the disability is between 40% and 80%, the deduction to be increased from ₹75,000 to ₹1,50,000
- If the disability is more than 80%, the deduction to be increased from ₹1,25,000 to ₹2,00,000
We sincerely hope that the government will consider our request and take the necessary steps to address this pressing issue, providing much-needed relief to families supporting disabled dependents.

#RelaxourTax
