The Issue

We call on the UK Government to review the legal exemption that allows kirpans to be carried in public and introduce additional safety requirements to prevent their use as weapons.

The kirpan is an important article of faith for many practising Sikhs, and this petition does not seek to prevent religious observance. However, recent incidents have raised concerns about the ability of some kirpans to be quickly removed from their sheaths and used as weapons in public places.

We believe there should be a balance between freedom of religion and public safety.

We are calling for the Government to consult with Sikh organisations, law enforcement agencies, and public safety experts on measures such as:

  • Permanent attachment of the blade to the sheath.
  • Tamper-resistant retention mechanisms.
  • Standards that prevent rapid deployment of the blade in public.
  • A review of existing exemptions under knife legislation.

These measures would allow the kirpan to continue serving its religious purpose while reducing the risk of misuse and improving public confidence in the law.

What should the Government do?

Review the current legal exemption that permits the public carrying of kirpans and introduce additional safety requirements for any kirpan carried in public. These requirements could include permanently securing the blade within its sheath, tamper-resistant retention mechanisms, or other measures that prevent the blade from being rapidly drawn and used as a weapon while preserving its religious significance.

Why is this important?

Recent incidents have raised public concerns about the potential misuse of ceremonial blades carried under existing legal exemptions. While we respect the rights of practising Sikhs to observe their faith and recognise the importance of the kirpan as a religious article, we believe public safety must also be considered.

The purpose of this petition is not to prevent religious observance, but to ensure that items carried under religious exemptions cannot be readily deployed as weapons in public spaces. We believe there are practical solutions that would allow individuals to continue carrying kirpans in accordance with their beliefs while reducing the risk of misuse.

We ask the Government to consult with Sikh organisations, community leaders, law enforcement, and public safety experts to develop proportionate measures that balance freedom of religion with public safety.

Why people should sign

No religious group should be unfairly targeted, but equally no exemption from weapons legislation should be exempt from review when public safety concerns arise. We believe reasonable safeguards can protect both religious freedom and the wider public.
