Review India's Policy on Vehicle Scrappage Based on Emissions, Not Age
Review India's Policy on Vehicle Scrappage Based on Emissions, Not Age
The Issue
With air pollution gravely impacting health in all major cities, it is inevitable that the Govt comes out with a Policy governing emissions from vehicles of all classes. But the Policy currently in force is inherently flawed. There is an urgent need for the Govt of India to review their approach towards scrapping vehicles.
What is the point of Pollution Checks every six months for every vehicle, imposing penalties for non-compliance, and yet conclude that vehicles are polluting? Then we should stop these Pollution Checks. Secondly, how is it even legal to take Life Tax for 15 years and seize vehicles or deny fuel at 10 years of age?
The present policy in Delhi (& other states contemplating this Policy) is therefore perceived as pandering to the automotive lobby in the guise of reducing emissions, while unjustly burdening citizens who are maintaining their cars with care. It mandates the scrapping of cars based solely on their age, which is not a logical or effective strategy for reducing emissions.
While the lifespan of a vehicle has been related to emissions, scrapping vehicles based on age does not achieve the desired outcome. There are many vehicles, well-maintained and diligently serviced, that can stay within emission norms even at 20-30 years of age. Penalising their owners goes against the Principles of Natural Justice.
I propose a revised policy whereby every vehicle, regardless of age, is assessed for emission levels every fifth year. Manufacturers or authorised/ licensed garages should perform these checks, providing a complete analysis of not just the emissions, but Safety systems as well. With regular upgrades and timely interventions, vehicles can continue to meet updated safety and emission norms regardless of age, thus improving public health & safety. These, I assume, are the prime movers for this Policy.
Govt can ensure compliance by capping the cost of these necessary checks at ₹500 or lower. This will encourage vehicle owners to comply with the guidelines without feeling financially burdened. Additionally, this policy amendment could initiate a substantial reduction in our carbon footprint, aligning our environmental policies more closely with global standards.
The age of a vehicle should not determine its roadworthiness. In the struggle against climate change, we must remember that every small action counts. Let us urge the Govt of India to revise this illogical policy. Let our actions reflect our desire for cleaner air. Please, sign this petition and join this fight for a more sustainable future.
