Final Update! Last Decision of Dr. Stuart

This is the last update. The final decision of Dr. Stuart is that we will be putting up 5 new flags every month or so. The first 5 countries will be the Phillipines, France, Italy, Germany, and Spain. These will be on rotation with the help of students, and it is our decision on which flags to put out next.
