Resume Regular Express Entry Draws and Ensure Transparency in Canada's Immigration System
The Issue
To:
The Honourable Lena Metlege Diab
Minister of Immigration, Refugees and Citizenship
Immigration, Refugees and Citizenship Canada (IRCC)
Ottawa, Canada
Subject: Petition Requesting the Resumption of Regular Express Entry Draws and Transparency in Selection Schedule
We, the undersigned, respectfully petition the Honourable Minister of Immigration and IRCC to immediately resume regular Express Entry draws and provide transparency on the selection timelines and plans.
📌 Background:
The Express Entry system is a critical pathway for skilled immigrants contributing to Canada's economy, labour force, and demographic growth. Over the years, thousands of prospective immigrants have planned their futures based on this transparent and merit-based selection system.
However, in 2024–2025, draw frequency has become inconsistent and unpredictable, causing:
- Mental stress and uncertainty among candidates
- Expired language test and ECA reports
- Missed job opportunities and employer rejections due to unclear timelines
- A significant backlog in CRS scores, disproportionately affecting those who have waited for over a year
⚠️ Consequences of Irregular Draws:
- Economic loss due to skilled immigrants choosing other countries (Australia, UK, USA)
- Mental health burden on young families, students, and professionals
- Lack of confidence in Canada's immigration reliability and planning
✅ We Request:
1. Immediate resumption of regular Express Entry draws (minimum twice per month).
2. Clear public communication of the draw calendar or target volumes (similar to annual Immigration Levels Plan).
3. Timely occupation-based draw updates, ensuring transparency for clients and consultants.
4. Consideration of CRS stagnation and expired results during paused periods through public policy or accommodations.
🗣️ We Believe:
A predictable and transparent immigration system is the backbone of public trust and economic planning. Express Entry was designed to be fast, fair, and merit-driven — and we urge IRCC to restore that confidence for current and future applicants.
Sincerely,
