Restore Village Funding and Save the Columbia Village System
The Issue
Please sign this petition to save River Hill from Columbia Association funding cuts.
A recent proposal made public by Columbia Association will reduce River Hill funding by over $300,000. Titled Building Management, the proposal puts forth three ideas where all three mean that the Columbia Association takes control of Village Buildings. This means that Columbia Association in effect taps all of the revenue of Village rental operations and provides nothing in return. Currently the village is in a 1 year extension of a 5 year contract with CA. The current contract requires Columbia Association to cover the cost of large ticket repairs and allows the Village to keep revenue generated from renting out their facilities. River Hill is projected to earn over $300,000 for their work in providing quality hospitality service and events venues
With CA’s proposal, CA will keep this $300,000. Last year CA generated $2.9M in cash. Still, they would prefer to take over the village buildings instead of allocating more funds out of assessment revenue to the village. Village management provide important functions to residents including programming, such as the River Hill Independence Day Parade, seasonal events, covenant enforcement, real estate documents for closing, community relations, and event support The Village manager and staff are the point of contact for everything River Hill. The services funded by rental operations are expected by River Hill residents and added to the overall quality experience.
Without this revenue, River Hill will need to make cuts to continue to operate. This means cuts in both service and staff. The RHCA Board believes that this proposal is unfair. It penalizes the successful efforts that Village staff have committed to and diminishes the overall benefit a decentralized operation the village provides.
While CA may restore some funding at some point, it was not included as part of the Building Management proposal nor did CA offer a contracted sum in return.
