WHEREAS, the Organic Constitution of 1787, as envisioned by our Founding Fathers, established a limited federal republic to secure the blessings of liberty, as James Madison declared in Federalist No. 51: "If men were angels, no government would be necessary... In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.";

WHEREAS, deviations from this vision—including fiat currency inflation, unchecked bureaucratic expansion, corporate lobbying influence, foreign emoluments, and usurious financial practices—have eroded our liberties, ballooned national debt to $37 trillion, and fostered an aristocracy of monied interests, contrary to Thomas Jefferson's warning: "I believe that banking institutions are more dangerous to our liberties than standing armies... The issuing power should be taken from the banks and restored to the people, to whom it properly belongs.";

WHEREAS, the current state of affairs mirrors the Founders' fears: $4 billion in annual lobbying distorts policy, as Madison cautioned in Federalist No. 10 against "the violence of faction"; foreign influences evade the Constitution's prohibition on Titles of Nobility and Emoluments, echoing Alexander Hamilton in Federalist No. 22: "One of the weak sides of republics... is that they afford too easy an inlet to foreign corruption"; and usurious lending traps citizens in debt, defying Jefferson's 1779 Bill Against Usury limiting rates to prevent exploitation;

WHEREAS, Article V of the Constitution empowers the states to call a Convention for proposing amendments, bypassing a corrupt Congress, as Hamilton affirmed in Federalist No. 85: "The system... can only be rescued by a speedy and effectual amendment," and with 19 states already applying through efforts like the Convention of States, we stand on the threshold of action;

WHEREAS, modern trustless technologies like blockchain can revive the republic by embedding digital ledgers for audits (e.g., public blockchain for all federal actions), automating non-essential agencies through DAOs (e.g., for entitlements and tax collection), reviving the gold standard via a Digital Treasury Dollar issued by the Treasury, mandating vote-outs for duplicative or multi-issue laws with 50% citizen turnout (abstention as veto), and enforcing instant claims processes against officials for oath violations—potentially saving $1-2 trillion annually from the $6.8 trillion federal budget and reducing taxes by 20-30%;

WHEREAS, this restoration revives economic liberties (sound money free from inflation), political empowerment (citizen oversight via claims and vote-outs), personal privacy (zk-proofs against unwarranted searches), and self-determination (voluntary, peaceful society), while institutionalizing vigilance through modular civic education on the Founders' intent, Federalist and Anti-Federalist Papers, and digital governance;

WHEREAS, this model prioritizes the United States but amplifies as an exportable "Global Republic" vision: Open-source tools for all peoples to voluntarily adopt, trust, and apply locally—colonizing liberty without purchase, conquest, domination, or financial constraints, fulfilling the Declaration's universal rights;

WHEREAS, despite opposition from elites and naysayers, We the People can prevail, just as the Founders overcame massive British resistance in 1776, with Benjamin Franklin's resolve: "We must all hang together, or assuredly we shall all hang separately";

NOW, THEREFORE, BE IT RESOLVED that we, the undersigned, petition our state legislatures to apply to Congress for a Convention of States limited to proposing amendments that:

1. Restore the gold standard via a Digital Treasury Dollar, eliminating the Federal Reserve and prohibiting usury beyond citizen-approved service fees.
2. Embed decentralized digital networks for governance, automating audits, eliminating non-essential agencies, and preserving liberties through republican safeguards (e.g., conveners, 50% turnout mandates, vote-outs).
3. Require government to act via corporate powers alone in contracts, enforceable by contract law only.
