PRAYER FOR RESTORATION OF THE GOVERNMENT DEGREE COLLEGE TO RANGRA CHOWK BLOCK HEADQUARTERS TO ENSURE EQUITABLE ACCESSIBILITY FOR ALL PANCHAYATS.

RESPECTED SIR / MADAM,

We, the undersigned students, parents, teachers, local residents, and civic-minded citizens of Rangra Chowk Block, Bhagalpur, humbly submit this representation/petition in the larger public interest.

We seek the immediate restoration of the sanctioned Government Degree College to the central Rangra Chowk Block Headquarters.

Statement of Intent: This petition does not oppose the development of any specific village or community. It is a principled plea for administrative fairness, regional equality, procedural transparency, and equal educational opportunities for every student across all Panchayats of Rangra Chowk Block.

I. BACKGROUND & CHRONOLOGY OF CONCERNS
Sanctioning of College: A Government Degree College was officially sanctioned for Rangra Chowk Block to address the acute lack of higher educational infrastructure in the region and to serve students across all constituent Panchayats.

Commencement of Operations: The college initially commenced its operations and administrative functions from the Rangra Chowk Block Headquarters. Admissions were conducted, and students enrolled with the legitimate expectation of pursuing their degrees at this central, well-connected location.

Unilateral Relocation: Subsequently, the functioning of the college was abruptly shifted to Sant Vinoba Higher Secondary School, Tintanga (located in the remote Diyara region). Tintanga is located at the easternmost edge of the Block, along the western bank of the Ganga,  making it a geographical extremity rather than an accessible central hub for the majority of Panchayats, and thus creating a severe geographical imbalance for students traveling from western and northern Panchayats,

Lack of Consultation & Transparency: This relocation was executed without prior public notice, stakeholder consultations (with students, parents, or local governance bodies), or any published feasibility assessment justifying the move.

Hardship & Disruption: Students who had already taken admission were suddenly forced to commute to a geographically isolated location. This abrupt change created severe logistical, financial, and safety challenges, directly disrupting their academic progress.

II. PRINCIPLED GROUNDS FOR LOCATING THE COLLEGE AT BLOCK HEADQUARTERS

1. Centrality and Strategic Administrative Function
A Block Headquarters is deliberately established as the administrative and civic nexus of a region. Government offices, transportation hubs, banking services, and public safety infrastructure are concentrated here to ensure equal distance and convenience for citizens from all surrounding Panchayats.

2. Doctrine of Legitimate Expectation
Students enrolled in the college while it was operating at the Block Headquarters. Altering the institution's location mid-stream violates the legal principle of Legitimate Expectation, causing undue mental distress, financial burden, and logistical insecurity—particularly for economically vulnerable families.

3. Year-Round Connectivity and Geographic Viability
Year-Round Accessibility and Operational Sustainability: Higher education institutions require uninterrupted accessibility and reliable functioning throughout the academic year. The Diyara region, including Tintanga, is known to experience recurring seasonal floods, riverbank erosion caused by the River Ganga, and periodic disruption of road connectivity during the monsoon. These conditions can isolate the area from the rest of Rangra Chowk Block for varying periods. In contrast, Rangra Chowk Block Headquarters offers comparatively more stable year-round connectivity. Locating a Block-level Government Degree College at a site that is more vulnerable to seasonal disruptions may adversely affect regular academic activities and reduce dependable access for students across the Block.

4. Impact on Female Literacy and Drop-Out Rates
Long, hazardous, or poorly connected transit routes disproportionately affect female students. Moving the college to a non-central location creates acute safety concerns, risking a surge in female drop-out rates across the broader Block.

5. Equitable Distribution of Public Resources
Tintanga is not the only region confronting severe socio-economic and geographical hurdles. Multiple other Panchayats—including Baisi Jahangirpur, Baniya Baisi, Bhawanipur, Murli, Madrauni, Sadhua Chapar, Sadhopur, and Koskipur Sahora—face comparable developmental challenges. Concentrating a single public asset in one corner unfairly disadvantages the majority of the Block's population.

III. OUR STAND REGARDING TINTANGA: A CONSTRUCTIVE SOLUTION

We unequivocally affirm that we do not oppose developmental investments in Tintanga. We fully acknowledge Tintanga's unique challenges regarding Ganga river erosion and seasonal isolation.

However, addressing the hardship of one locality should not come by depriving the rest of the Block of a centrally located public college.

Proposed Win-Win Resolutions:

Option A (Separate Institution): If the Government identifies Tintanga as requiring special educational relief due to its geographical isolation, we strongly advocate for the establishment of a separate, additional educational institution/campus specifically tailored for the Diyara belt.
Option B (Administrative Reorganization): If Tintanga is granted independent administrative status in the future, it should receive dedicated infrastructure, while leaving the original Block Degree College at Rangra Chowk Headquarters.

IV. PRAYERS / HUMBLE REQUESTS

In light of the facts and principles set forth above, we respectfully pray that your August Offices may be pleased to issue appropriate orders/directions to:

RESTORE the operation of the Government Degree College to its original and sanctioned location at Rangra Chowk Block Headquarters at the earliest.

PUBLISH the official criteria, administrative orders, and survey/feasibility reports (if any) that led to the decision to shift the college to Tintanga, in the spirit of public transparency.

COMMISSION an independent, multi-departmental committee to conduct a comprehensive spatial, demographic, safety, and connectivity assessment for higher education access in Rangra Chowk Block.

ENSURE that any long-term infrastructure planning prioritizes the maximum collective benefit, safety, and ease of access for students from every single Panchayat in the Block.

CONCLUSION & APPEAL Education is the fundamental engine of social justice and economic mobility. A Block-level Government Degree College belongs equally to every student of the Block, regardless of their specific Panchayat.
