The Issue

Virginia is one of the many states where ordinary citizens have no direct power to propose laws or veto bad ones passed by the General Assembly. Politicians in Richmond make every decision—everyday Virginians are left out beyond casting a vote every few years.


This leaves popular, common-sense ideas stuck in committees or ignored, while controversial laws can pass with slim majorities. Virginians deserve better: a balanced way to participate directly, with safeguards to ensure only widely supported changes become law.


Consensus 67 is a non-partisan, grassroots movement fighting for exactly that. We propose a constitutional amendment to create the People’s Legislative Initiative:

  • Citizen Proposals: Qualified voters can propose statutes or constitutional amendments by collecting signatures equal to 5% of votes from the last gubernatorial election, distributed across at least 2/3 of Virginia’s congressional districts for true statewide backing.
  • High Bar for Passage: Any measure requires 67% approval of votes cast on the ballot. This supermajority guarantees stability—only ideas with overwhelming, cross-partisan consensus succeed, preventing narrow or extreme swings.
  • People’s Veto (Referendum): Citizens can challenge General Assembly laws by petitioning within 90 days of passage, suspending them until voters decide (again requiring 67% to reject).
  • Localized Options: For issues mainly affecting one region (e.g., county services, rural infrastructure), lower thresholds apply and voting is area-specific—no statewide burden.
  • Built-in Protections: No gubernatorial veto on citizen measures; 7-year protection from easy repeal (requiring supermajorities); fiscal safeguards to avoid unfunded mandates; expedited court review; and liberal construction to honor the people’s will.


This isn’t about chaos—it’s about thoughtful, inclusive democracy. A 67% threshold ensures broad agreement across Virginia’s diverse communities, from urban centers to rural counties.


The Virginia General Assembly must act: Introduce and pass a joint resolution proposing this amendment in the 2026 or 2027 session, so voters can ratify it and finally have real input.
