Minns issued a memorandum of understanding which promotes collusion between departments of health, police and children, to fabricate documents to kidnap babies and children.

The legislation itself already provides for collaboration but with guard rails. The memorandum of understanding enables corruption.

Babies Hariet and Ian have not seen their mother and father since late 2025, despite their young age and the secure attachment and loving relationship they had with both mother and father.

When DCJ Orange Kelly Callaghan was told that there has never been any evidence of parental harm, she was unable to give a competent and timely and relevant response. She then ignored all the parents' emails including ignoring them when they asked to see Hariet and Ian for their birthdays.
