Restore Fair and Balanced Access on the North Fork of the Payette River

The Issue

For decades, motorized watercraft have been part of Idaho’s rich outdoor heritage — from jetboating and fishing to family recreation and river exploration.

Yet under the current Valley County Waterways Ordinance (Ord. 20-11), motorized vessels are prohibited year-round on the North Fork of the Payette River between Lake Cascade and Payette Lake, effectively excluding an entire group of responsible river users.

The Western Whitewater Association (WWA) has submitted a reasonable, safety-conscious proposal to the County that would modernize this rule and restore fairness. Their plan would:

  • Allow motorized vessels between Smylie Lane and Payette Lake from April 1 to June 30, without wake restrictions, and
  • Allow no-wake, low-speed motorized use along the entire reach year-round (as water levels permit).

This proposal balances environmental protection, safety, and shared access. With today’s advances in quiet electric motors, efficient jet designs, and improved boater education, responsible motorized use can coexist with paddling, fishing, and wildlife enjoyment.

We believe recreation policy should be based on fairness, science, and modern technology — not outdated assumptions or preferences for one user group over another.

We urge the Valley County Board of Commissioners to:

  1. Place the WWA amendment proposal on the public agenda,
  2. Hold a formal hearing to gather balanced community input, and
  3. Amend the ordinance to allow managed motorized recreation between Lake Cascade and Payette Lake.

Together, we can promote safe, inclusive, and environmentally responsible recreation on one of Idaho’s most beautiful waterways.
