🎉🎉 Today, the SBIR was reauthorized through 2031! Agencies will now be required to set solicitation limits, meaning fairer access to this critical funding for innovators across the country.

Thank you to everyone who signed, shared, and showed up for this important issue. Your voice mattered in standing up for fair limits for small businesses innovating in essential areas.

What the law changed:

  • Each Agency must define annual proposal limits starting October 1, 2026 (by company, by solicitation, or by topic)
  • Direct to Phase II is expanded to the STTR program and adds DOE and NASA to the previously authorized Agencies NIH, DOD & Education
  • NEW Strategic Breakthrough Awards: Up to $30 M as Phase II follow on, and requires outside matching funds.
  • Updated Foreign Influence disclosures, including requiring Agencies must provide a reason for denials
  • Expands allowed use of TABA funds

Thank you for taking action for what's right. Many organizations sent letters to Congress during this process — but not one of them asked for fair limits. Just business as usual. Because of this community, more small businesses will have a real shot at accessing funding for years to come. Now let's get some of that funding and get back to work!
