Great news - the U.S. Senate unanimously passed legislation yesterday to reauthorize the SBIR and STTR programs through 2031! Senator Markey & Senator Ernst agreed on a compromise to restart SBIR with limits. This is a major step forward after a 5 month lapse in this important funding. We're not done quite yet - the House and the President need to sign, which will hopefully occur in the coming days.
The compromise text was agreed to a week after we started this petition, with hundreds of people signing every day. Each federal agency is now required to set limits on the maximum of proposals any single small business may submit in response to SBIR Phase I or Phase II solicitations. Limits may be set on a fiscal year basis, on a solicitation basis or by individual topic within a solicitation. You can read the full text here: https://legiscan.com/US/bill/SB3971/2025
This bipartisan effort reinforces the importance of America’s seed fund for innovation and the small businesses driving breakthrough technologies.
Thank you for taking action & speaking up for what is right. Many organizations sent letters to congress - but not one of them asked for fair limits, just business as normal. Our impact helps more small businesses access funding for many years to come.
