RESISTAMOS LA OMNIPOTENCIA DE LOS GIGANTES DIGITALES
 
¿Hasta cuándo toleraremos que los gigantes digitales estadounidenses, rusos y chinos desafíen abiertamente las leyes europeas y pongan en entredicho NUESTRAS DEMOCRACIAS?
 
Desde hace meses, los gigantes tecnológicos estadounidenses lanzan una ofensiva sin precedentes contra la regulación digital europea.

Esta arrogante ofensiva tiene en realidad un único objetivo: dar rienda suelta a la desinformación, al discurso de odio más peligroso, a los llamamientos a la violencia y a las teorías conspirativas más engañosas, cuya difusión masiva sirve tanto a fines comerciales -enriquecer a los accionistas de estas redes gracias a una audiencia creciente- como políticos -asegurar el dominio de las ideas más retrógradas y peligrosas para nuestras democracias-.

Desde que Elon Musk compró la empresa, se ha abierto un procedimiento contra X por incumplimiento de la normativa europea. Es imperativo que esta iniciativa tenga éxito rápidamente. Meta ha anunciado recientemente el fin de su programa de comprobación de hechos y moderación de publicaciones problemáticas. TikTok genera serias dudas acerca de la seguridad de los datos de los usuarios europeos. Telegram se niega a cooperar con las autoridades europeas respecto a la moderación de contenidos ilegales.

Con su colosal influencia y su enorme número de usuarios, las redes sociales han adquirido un poder sin precedentes sobre la opinión pública y, por tanto, sobre el futuro de nuestras democracias.

Es imperativo que estos gigantes digitales respeten las normas europeas de los países en los que operan, y de los que obtienen inmensos beneficios.

¡Se requieren acciones firmes e inmediatas!

A pesar de la urgencia, las respuestas de las instituciones europeas siguen siendo desesperadamente esperadas. Exigimos a la Comisión y al Parlamento Europeo:

• La aplicación estricta y uniforme de las leyes europeas a todas las plataformas que operan dentro del territorio de la Unión, sin excepción.
• El fortalecimiento de los mecanismos de control y la aplicación de sanciones rápidas y disuasorias, tal como lo prevén la DSA (Ley de Servicios Digitales) y la DMA (Ley de Mercados Digitales).
• La protección de los procesos democráticos contra cualquier forma de manipulación o desinformación, así como el aumento de recursos para los organismos reguladores.
• El aumento de las obligaciones de rendición de cuentas y transparencia, especialmente en lo que respecta a los desafíos planteados por el desarrollo de la inteligencia artificial.

Solo una movilización cívica masiva garantizará una regulación digital justa, equilibrada y protectora para todos los ciudadanos europeos.

RESIST THE OMNIPOTENCE OF DIGITAL GIANTS

How much longer will we tolerate that digital giants from the USA, Russia, and China openly defy European laws and challenge OUR DEMOCRACIES?

For months, American tech giants have been waging an unprecedented offensive against European digital regulations.

This arrogant offensive has only one goal: to allow the unrestricted spread of disinformation, the most dangerous hate speech, calls for violence, and the most deceitful conspiracy theories.

Their massive dissemination serves both commercial goals – enriching the shareholders of these networks through an increasing audience – and political goals – ensuring the dominance of the most regressive and dangerous ideas for our democracies.

A procedure is underway against X since its acquisition by Elon Musk for non-compliance with European regulations. It must be concluded urgently. Meta recently announced the end of its fact-checking program and moderation of problematic content. TikTok raises serious concerns about the security of European users' data. Telegram refuses to cooperate with European authorities on moderating illegal content.

Social networks, through their enormous influence and large number of users, have gained unprecedented power over public opinion and, therefore, over the future of our democracies.

It is imperative that these digital giants respect European rules in the countries where they operate and generate immense profits.

Firm and immediate actions are essential!

Despite the urgency, responses from European institutions are still desperately awaited. We demand from the Commission and the European Parliament:

• The strict and uniform application of European laws to all platforms operating within the Union's territory, without exception.
• Strengthening control mechanisms and applying swift and deterrent sanctions, as provided by the DSA (Digital Services Act) and DMA (Digital Markets Act).
• The protection of democratic processes against any form of manipulation or disinformation and enhanced resources for regulators.
• Increased obligations for accountability and transparency, especially in addressing challenges posed by the development of artificial intelligence. 

Only massive civic mobilization will ensure fair, balanced, and protective digital regulation for all European citizens.

Jusqu’à quand tolérerons-nous que les géants du numérique, américains, russes, chinois, défient ouvertement les lois européennes et remettent en question NOS DÉMOCRATIES ?

Depuis des mois, les géants de la tech américaine ont lancé une offensive sans précédent contre la réglementation européenne du numérique. 
Cette offensive arrogante n’a en fait qu’un seul objet : laisser libre nuisance à la désinformation, aux discours de haine les plus dangereux, aux appels à la violence, aux théories du complot les plus mensongères, dont la diffusion massive sert à la fois des buts mercantiles – enrichir des actionnaires de ces réseaux grâce à une audience croissante – et politiques – assurer la domination des idées les plus rétrogrades et dangereuses pour nos démocraties.

Une procédure est en cours contre X depuis son rachat par Elon Musk pour non-respect des règlementations européennes. Elle doit impérativement aboutir vite. Meta a récemment annoncé la fin de son programme de fact-checking et de modération des publications problématiques. TikTok suscite de graves préoccupations concernant la sécurité des données des utilisateurs européens. Telegram refuse de coopérer avec les autorités européennes sur la modération des contenus illégaux.

Les réseaux sociaux, par leur influence colossale et leur nombre d’utilisateurs ont acquis un pouvoir sans précédent vis à vis de l’opinion, donc de l’avenir de nos démocraties.
Il est impératif que ces géants du numérique respectent les règles européennes des pays où ils opèrent, et d’où ils tirent d’immenses profits.

Des actions fermes et immédiates sont indispensables !

Malgré l'urgence, les réponses des instances européennes se font toujours désespérément attendre. Nous exigeons de la part de la Commission et du Parlement européen :

•  L’application stricte et uniforme des lois européennes à toutes les plateformes opérant sur le territoire de l’Union, sans exception.
• Un renforcement des mécanismes de contrôle et l’application de sanctions rapides et dissuasives, comme prévu par le DSA (Digital Services Act) et le DMA (Digital Markets Act).
• La protection des processus démocratiques contre toute forme de manipulation ou de désinformation et des moyens renforcés pour les régulateurs.
• Des obligations accrues de responsabilité et de transparence, notamment face aux défis posés par le développement de l’intelligence artificielle.

Seule une mobilisation citoyenne massive permettra de garantir une régulation numérique juste, équilibrée et protectrice pour tous les citoyens européens.

Wie lange werden wir es noch hinnehmen, dass die digitalen Giganten aus den USA, Russland und China offen die europäischen Gesetze missachten und UNSERE DEMOKRATIEN unterminieren?

Seit Monaten führen die amerikanischen Tech-Giganten eine beispiellose Offensive gegen die europäische Regulierung des digitalen Sektors. Diese arrogante Offensive verfolgt in Wirklichkeit nur ein Ziel: die uneingeschränkte Verbreitung von Desinformation, gefährlichen Hassreden, Aufrufen zur Gewalt und völlig verlogenen Verschwörungstheorien zu ermöglichen. Diese massive Verbreitung dient sowohl kommerziellen Zielen – der Bereicherung der Aktionäre dieser Plattformen durch eine wachsende Nutzerbasis – als auch politischen Zielen – der Durchsetzung rückständiger und demokratiegefährdender Ideen.

Gegen X läuft seit der Übernahme durch Elon Musk ein Verfahren wegen Nichteinhaltung der europäischen Vorschriften. Dieses Verfahren muss unbedingt schnell abgeschlossen werden. Meta hat kürzlich das Ende seines Fact-Checking-Programms und der Moderation problematischer Inhalte angekündigt. TikTok gibt Anlass zu ernsthaften Bedenken hinsichtlich der Datensicherheit europäischer Nutzer. Telegram weigert sich, mit den europäischen Behörden bei der Moderation illegaler Inhalte zusammenzuarbeiten.

Soziale Netzwerke haben durch ihren enormen Einfluss und ihre Vielzahl an Nutzern eine beispiellose Macht über die öffentliche Meinung und damit über die Zukunft unserer Demokratien erlangt.

Es ist unerlässlich, dass diese digitalen Giganten die europäischen Regeln in den Ländern respektieren, in denen sie aktiv sind und immense Gewinne erzielen.

Entschlossene und sofortige Maßnahmen sind ein Gebot der Stunde!

Trotz der Dringlichkeit lassen die Reaktionen der europäischen Institutionen weiterhin auf sich warten. Wir fordern von der Kommission und dem Europäischen Parlament:

• Die strikte, einheitliche und ausnahmslose Anwendung der europäischen Gesetze auf alle Plattformen, die auf dem Gebiet der Union aktiv sind.
• Eine Stärkung der Kontrollmechanismen und die Anwendung schneller und abschreckender Sanktionen, wie sie im DSA (Digital Services Act) und DMA (Digital Markets Act) vorgesehen sind.
• Den Schutz demokratischer Prozesse vor jeglicher Form von Manipulation oder Desinformation sowie erhöhte Mittel für die Regulierungsbehörden.
• Verstärkte Verpflichtungen in Bezug auf Verantwortung und Transparenz, insbesondere im Hinblick auf die Herausforderungen durch die Entwicklung der künstlichen Intelligenz.

Den Schutz demokratischer Prozesse vor jeglicher Form von Manipulation oder Desinformation sowie erhöhte Mittel für die Regulierungsbehörden.

Verstärkte Verpflichtungen in Bezug auf Verantwortung und Transparenz, insbesondere im Hinblick auf die Herausforderungen durch die Entwicklung der künstlichen Intelligenz.
