The Issue

I support: RESOLUTION TO RESCIND DISCIPLINARY ACTIONS AND RESTORE UTAH REPUBLICAN PARTY MEMBERS TO GOOD STANDING.

I request that the Executive Committee of the Salt Lake County Republican Party (SLCO GOP), take action on this RESOLUTION at their next, regularly scheduled meeting. Robert’s Rules of Order (§ 35) provides that a body that has previously adopted a disciplinary measure or penalty retains the full authority to reconsider, vacate, and rescind that action in whole or in part;

Please join me in supporting this cause for fairness and integrity. By signing this petition, you are standing with me to ask the SLCO GOP Executive Committee to revisit and nullify these disciplinary measures, thus reinforcing our shared values of respect and collaboration within the Utah Republican Party. Sign the petition today and be a voice for positive change in our community.

BACKGROUND: On February 9, 2026, the SLCO GOP Executive Committee took disciplinary action against eight party members for raising questions regarding legal compliance, statutory definitions, and administrative operations in the interest of organizational integrity and party protection. The issue was about the GOP endorsement of nonpartisan municipal candidates and the benefits attached to that endorsement i.e. The use of the Utah GOP, United States Postal Service (USPS), nonprofit mail permit (indicia).

UPDATE: SLCO GOP Chairman Mike Carey, failed to inform the Executive Committee of the federal regulations and  Utah GOP Policy prohibiting nonpartisan, municipal candidates from using the party's indicia. See, USPS regulations (DMM 703) and Utah GOP Operations Manual adopted by the SCC on 02/08/25: The State Party subsidizes mailers for candidates:

  • A general election candidate in support of the Republican nominee
  • A Republican primary where one candidate won outright at convention (state or county)

Due to an ongoing inquiry by the Utah GOP Audit Committee, party officers have admitted to misuse and abuse of the indicia program and are implementing corrective measures.

NOW, THEREFORE, BE IT RESOLVED BY THE EXECUTIVE COMMITTEE OF THE SALT LAKE COUNTY REPUBLICAN PARTY: RESCISSION OF DISCIPLINARY ACTIONS: The Executive Committee hereby RESCINDS, VACATES, AND SETS ASIDE IN THEIR ENTIRETY all disciplinary findings, verdicts, censures, reprimands, removals from party offices or assignments, and event or assembly bans levied on February 9, 2026, against: Cathy Duke Laurel Fetzer Debbie Phillips Gerrity Kaye Sanderson Natalie Cline Monica Wilbur Casey Gale Tracie Halvorsen

FULL RESTORATION OF STATUS: All aforementioned individuals are hereby declared to be members in good standing of the Salt Lake County Republican Party, with all rights, privileges, and eligibility to attend party conventions, meetings, and events, and to seek or hold party office, fully restored immediately upon passage of this resolution.

PUBLICATION AND RECORD REMOVAL: The Party Chair and Secretary are directed to immediately remove any published notices of censure, reprimand, or discipline regarding these members from the official Salt Lake County Republican Party website, social media channels, and public records, and to note this rescission in the official minutes of the Executive Committee.
