Require Fencing or Leashing of Dogs in Towns and Cities in the State of Pennsylvania

The Issue

As a person who was previously attacked as a child by a dog and now as an adult, along with my two dogs, it has become clear that this is a problem that needs to be addressed. The number of unreported dog attacks in the United States is remarkably high, and the consequences for these attacks are extremely low if any.

To ensure public safety and prevent further incidents, we need to require all dogs to be fenced in when within town, borough, or city limits or leashed when outside. Additionally, dogs should not be tethered to stakes in the ground as this can lead to aggressive behavior.
