Require driver's licenses for e-bike and scooter users in California

The Issue

Imagine walking down a bustling street in California, only to have a close encounter with someone zooming past on an e-bike or scooter at alarming speed. The looming danger of accidents involving these vehicles is a growing concern, both for those riding and for pedestrians alike. As a frequent pedestrian and driver, I have witnessed numerous near-misses that could easily have become tragic accidents.

In California, e-bikes and scooters have become increasingly popular due to their convenience and eco-friendliness. However, the sheer speed and power of these vehicles necessitate a certain level of skill and responsibility that not all riders possess. Currently, riders of these vehicles are not required to have any formal training or credentials to operate them, unlike traditional vehicles which require a driver's license. This gap in regulation poses a significant risk to public safety.

According to the National Highway Traffic Safety Administration (NHTSA), there has been a sharp increase in accidents involving e-bikes and scooters over the last few years. The lack of required training or licensing is a major factor contributing to these statistics. Without the knowledge of traffic laws and safety protocols, e-bike and scooter riders create hazardous conditions on streets and sidewalks.

To address this issue, we propose that the state of California enforce a requirement for all e-bike and scooter riders to obtain a specialized driver’s license. This license should require a rider to pass both a written test on traffic laws relevant to e-bikes and scooters and a practical riding test to ensure they can handle their vehicle safely.

Such a measure would ensure that all riders are adequately prepared to operate their vehicles responsibly, decreasing the risk of crashes, injuries, and fatalities. It would also align California with other progressive regions around the world that have implemented similar measures to enhance safety for all road users.
