The Issue

This year, my son was repeatedly assaulted at a daycare, and the facility did absolutely nothing. They didn't notice the clear handprint on his face for hours, failed to punish the child who assaulted him, and neglected to document the incident until two whole days later—then lied about it when I reported it to the Department of Human Services (DHS). No actions were taken because the daycare does not have cameras, and they have connections at DHS, enabling them to cover up the truth. The child responsible for bullying is also related to the daycare owner, highlighting a deeply concerning lack of accountability.
This unsettling experience is not just about my son's ordeal. It is about the safety and wellbeing of every child attending daycare facilities across Arkansas. Each child deserves a safe environment where parents can trust that their children are well cared for.
Installing cameras in all daycare facilities would provide an additional layer of security, ensuring transparency and accountability. Cameras would deter inappropriate behavior, as staff and children alike would be aware of being monitored. For parents, knowing that there is documentation to back up daily reports about their children is critical for peace of mind.
According to the National Center for Education Statistics, nearly 12 million children under five are in some form of childcare. However, transparent oversight in many of these institutions varies significantly, which is why it's paramount and urgent that we implement necessary changes.
Implementing this change would not be unprecedented. Many states, including Texas and Georgia, are leading by example, requiring surveillance systems in licensed daycares. These systems have proven effective in ensuring children’s safety and reassurance for concerned parents.
I urge the Arkansas Department of Human Services to take immediate action by mandating the installation of cameras in all licensed childcare facilities. This initiative is not about penalizing daycare workers but about protecting our children and holding everyone accountable.
