We, the undersigned, call on all major social networks, including but not limited to Nextdoor, Meta, Facebook, Instagram, X, TikTok, YouTube, and all other online platforms, to immediately amend their Terms of Service to include explicit protections for survivors of catastrophic fires, including but not limited to the 2025 Palisades Fire, 2018 Woolsey Fire, 2025 Eaton Fire, and other wildfire disasters across California and the United States.

California fire survivors have already endured the unimaginable: loss of homes, loss of community, and profound trauma. Yet on social platforms, many are subjected to continued harm, harassment, intimidation, targeted attacks, misinformation, and coordinated efforts to silence or discredit them for speaking truthfully about their experiences. This secondary victimization deepens trauma, obstructs recovery, and allows abusive behavior to go unchecked.

We demand the following protections be implemented across all social networks:

1. Add an Explicit “Fire Survivor Protection Clause” to All Terms of Service
Platforms must formally recognize survivors of major fire disasters as a protected group for purposes of harassment, abuse, and misinformation policies. This clause shall supersede all other harassment and abuse clauses in the Terms of Service.

2. Ban All Attacks and Harassment Against Fire Victims
This includes but is not limited to:

• Targeted harassment
• Negative or hostile posts
• Coordinated attacks
• Doxxing
• Mocking, minimizing, or ridiculing victims
• False accusations designed to silence survivors
• Political defenses and mentions unless proven true
• Any and all other negative comments, statements, or posts

Fire survivors should not be re-traumatized for sharing their experiences.

3. Guarantee Survivors Full Free Speech to Share the Truth About What Happened
Survivor testimony and documentation of governmental failures, negligence, or misconduct must be protected.
Platforms must not censor, suppress, or algorithmically bury survivor accounts when they are factual, evidence-based, or made in good-faith public interest.

4. Enforce Permanent Bans on Violators of This Policy
Anyone engaging in harassment, intimidation, or abusive conduct toward fire victims must face decisive consequences, including permanent account removal.

5. Hold Non-Compliant Platforms Liable for Emotional Distress
Platforms that refuse to adopt these protective standards should be considered complicit in enabling ongoing psychological harm. Survivors must have avenues to seek damages when a platform knowingly allows targeted abuse.

 Why This Matters
Survivors of the Palisades Fire, Woolsey Fire, Eaton Fire, and other devastating events have been re-traumatized online simply for telling the truth about what happened, whether discussing evacuation failures, fire department actions, negligence, the permitting process, or the systemic obstacles they continue to face.

Social networks have the power and responsibility to protect vulnerable individuals from targeted harm. Allowing unmoderated hostility against survivors is not “free speech”, it is abuse, and it must end.

We Call on All Platforms to Act Immediately
By adopting these changes, social networks can help ensure that fire survivors are treated with the dignity, respect, and safety they deserve, and that platforms remain safe spaces for truth-telling, community healing, and accountability.
