Require a Full Public Review and Revised Layout for the 200-Unit Hamlin Heights Project
The Issue
200 proposed apartment units | Tom Miller Road, Plattsburgh | Adjacent to Heritage Heights
We, the undersigned residents of New York, property owners, tenants, and neighbors, oppose approval of the current layout and scale of the proposed Hamlin Heights development.
Project: Hamlin Heights Site Plan 2025 / Subdivision 2025
Tax Map Parcel: 206.-1-15.231
Reference: Town of Plattsburgh Planning Board
TO: Town of Plattsburgh Planning Board; the designated SEQRA lead agency, Town Board, and all involved or reviewing agencies. Copies to the (Owners and Partnering Companies) Mental Retardation Service Inc., Housing Visions Consultants (applicant & partners), the Advocacy and Resource Center of Clinton County (a chapter of The Arc New York), AEDA, and any current representatives identified in the Town project record. Plus Governor of New York Kathy Hochul.
Statement of Opposition: We support responsible efforts to expand housing. However, approximately 200 apartments located next to established homes could affect traffic and pedestrian safety, emergency access, stormwater drainage, water and sewer capacity, noise, outdoor lighting, privacy, neighborhood character, trees, wildlife habitat, and the peaceful enjoyment of nearby homes. Residents are also concerned about potential effects on nearby property values.
We ask the Town of Plattsburgh Planning Board, Town Board, the designated SEQRA lead agency, and all other reviewing or funding agencies to:
Not approve the current site plan, subdivision, or related discretionary approvals in their present form.
Complete and document a coordinated review under the New York State Environmental Quality Review Act (SEQRA), using the current plans and considering reasonably anticipated direct, indirect, and cumulative impacts.
Require adequate studies of traffic and pedestrian safety, emergency and fire access, stormwater and downstream drainage, water and sewer capacity, lighting, noise, building height and sightlines, landscaping, tree retention, and construction impacts.
Evaluate reasonable alternatives and enforceable mitigation, including moving the greatest building mass, parking, and internal traffic farther from Heritage Heights and closer to Tom Miller Road where feasible.
Consider reducing density, mass, or height where necessary and require substantial setbacks, permanent landscaped or wooded buffers, and enforceable protections addressing traffic, drainage, lighting, noise, construction, and emergency access.
Publicly disclose any proposed government grants, subsidies, tax incentives, or other public funding associated with the project.
Enter this petition and its signatures into the official project record and provide an additional opportunity for public review if the plans are materially revised. We respectfully request a transparent review based on objective technical information and the complete administrative record before any decision is made. By signing, each person voluntarily opposes approval of the project in its current form and requests the actions stated above.
