Request transparency for Ukrainian refugees in Luxembourg
Le problème
We, the undersigned, urge the Ministry of Labor, Luxembourg-Ukraine Chamber of Commerce, ADEM and ONA authority to provide clear, detailed information regarding the support and integration of Ukrainian refugees living in Luxembourg.
Since the onset of the Russian invasion of Ukraine, Luxembourg has generously welcomed thousands of Ukrainian asylum seekers, providing housing, healthcare and various support programs, including Empower to Employ (E2E). While these efforts are commendable, it is essential to ensure that public funds are being used effectively and that integration is achieving meaningful results for both refugees and Luxembourgish society.
Specifically, we request the following figures and data:
From the Ministry of Labor and LUCC:
- Total public expenditure spent annually on projects specifically targeting Ukrainian refugees, including but not limited to the Empower to Employ program.
- Number of Ukrainian participants who successfully gained employment after completing the Empower program.
- Number of participants who have repeatedly attended Empower programs but remain dependent on social welfare benefits.
From ONA (Office National de l’Accueil):
- Data on the integration levels of Ukrainian refugees living in Luxembourg for multiple years.
Number of refugees who have achieved at least basic proficiency in one of Luxembourg’s official languages (Luxembourgish, French, or German).
From ADEM (Agence pour le Développement de l’Emploi):
- Number of Ukrainian refugees currently unemployed but not registered for unemployment or job-seeking programs.
- Our intention is not to criticize or target Ukrainian refugees themselves. Helvilux ASBL and Helvilux Media aim to highlight gaps in the system and advocate for better support structures.
- If, after workshops and support programs, Ukrainian refugees’ quality of life remains limited, particularly unable to speak in any on of the local official language of luxembourg it indicates systemic issues that need urgent improvement.
Transparency and accountability are essential for building a sustainable integration process, ensuring that both refugees and Luxembourgish society benefit. This petition calls for clear data to identify challenges, improve support programs and strengthen the long-term integration of Ukrainian refugees in Luxembourg.
