Growing up as citizens of Petaling Jaya, we wishes to bring back the glory days of Medan Selera Kompleks C which was once the focus of visitors and add value to the function of this building to the local community.

Since there are many empty parking spaces that are not fully utilized during the weekend, the car boot sale activity (sales in the car parking area) on the 1st level of this building, is expected to add high value to the city's economy and council revenue through the collection of car parking fees from traders and visitors.

This activity can also help revive the economic ecosystem in Complex C once this area becomes the focus of visitors. When more people come here, then more existing food and drink stalls at ground floor area can operate again during the weekend.

For the record, a permit to hold a car boot sale activity on Sunday night was approved by the city council, but it was found to be less attractive to visitors after going through a 6-month test process. We propose this motion so that the authorities can allow us to change our operating hours from 7 am to 1 pm (previously from 6 pm to 12 pm) for the following reasons;

• The absence of visitors at night for the Sunday session (we include a picture for reference) which may be due to the fact that the visitors have time to rest and have to work the following day.
• Liven up the atmosphere at Complex C on Sunday mornings for visitors who chooses to have breakfast there.
• Give way to the PJ Weekend Flea Market which also operates at night so as not to clash with the same operating hours on Sunday.
• Giving opportunities to traders who do not have a sales site at other carboot locations such as CBS Kota Damansara and so on to attend business at Complex C on the same day and time.
• Giving carboot participants the opportunity to generate additional income during the weekend with their families.

This proposal will not have any major impact on the existing allocation of parking space because there are still many parking spaces available on the 2nd and 3rd floor of Complex C that could still be used by the public to park their vehicles.

We and our traders hope that the authorities can consider this proposal.

Membesar sebagai warga Petaling Jaya, kami ingin mengembalikan zaman kegemilangan Medan Selera Kompleks C yang pernah menjadi tumpuan pengunjung serta menambah nilai fungsi bangunan ini kepada komuniti setempat.

Memandangkan terdapat banyak ruang parkir yang tidak dimanfaatkan sepenuhnya pada waktu hujung minggu, aktiviti car boot sale (jualan di kawasan parkir kereta) di aras 1 bangunan ini, dijangka dapat menambah nilai tinggi kepada ekonomi bandar dan hasil majlis melalui kutipan bayaran parkir kereta daripada peniaga dan para pengunjung. 

Aktiviti ini juga boleh membantu menghidupkan kembali ekosistem ekonomi di Kompleks C sebaik sahaja kawasan ini menjadi tumpuan pengunjung. Apabila lebih ramai rakyat yang hadir ke sini, maka lebih banyak gerai-gerai makanan dan minuman sedia ada dapat beroperasi semula pada waktu hujung minggu.

Untuk rekod, permit untuk mengadakan aktiviti car boot sale pada waktu malam hari Ahad telah diluluskan oleh pihak majlis bandaraya namun ianya didapati kurang menarik minat pengunjung setelah melalui proses ujian selama 6 bulan. Cadangan ini kami usulkan agar pihak berwajib dapat membenarkan kami menukar waktu operasi kepada 7 pagi hingga 1 tengah hari (sebelum ini dari jam 6 petang hingga 12 malam) atas sebab-sebab yang berikut;

• Ketiadaan pengunjung pada waktu malam untuk sesi hari Ahad (kami sertakan gambar untuk rujukan) yang mungkin disebabkan faktor waktu pengunjung berehat dan perlu bekerja pada hari berikutnya.
  
  

   

• Memeriahkan suasana di Kompleks C pada waktu pagi hari Ahad buat pengunjung-pengunjung yang bersarapan di sana.
• Memberi laluan kepada PJ Weekend Flea Market yang juga beroperasi pada waktu malam supaya tidak bertembung waktu operasi yang sama pada hari Ahad.
• Memberi peluang kepada peniaga yang tidak mendapat tapak jualan di lokasi-lokasi carboot lain seperti CBS Kota Damansara dan sebagainya untuk hadir berniaga di Kompleks C pada hari dan waktu yang sama.
• Memberi peluang para peserta carboot untuk menjana pendapatan  tambahan pada waktu hujung minggu bersama keluarga.

Cadangan ini tidak akan memberi sebarang impak besar kepada ruang parkir yang sedia ada kerana masih banyak tapak parkir di tingkat 2 dan 3 Kompleks C ini yang masih boleh digunakan oleh orang ramai untuk meletakkan kenderaan.

Besar harapan kami dan peniaga-peniaga kami sekiranya pihak berwajib dapat mempertimbangkan usul ini.
