Request Gov. Green to extend current caregiver rights for medical cannabis patients 2025

The Issue

On January 1, 2025, primary caregivers will no longer be able to cultivate for patients on islands with a dispensary, and patient cultivation will be limited to five patients per property, which will eliminate access to medical cannabis for thousands of registered patients.
   
Key state lawmakers recently acknowledged that the Legislature made a mistake when it failed to pass HB 2443 at the very last minute in Conference  last Session, which created the current crisis for patients who cannot grow on their own.

The Hawaii Medical Cannabis Program has indicated that it supports restoring the ability of primary caregivers to cultivate for registered patients on any island, but the earliest this change could be enacted would be July 2025, which means that affected patients will be without access for at least six months.

Clearly, a more immediate remedy is necessary to provide temporary relief for these patients.

Therefore, we, the undersigned, respectfully call upon Governor Josh Green, MD to exercise his executive authority over Emergency Proclamations and suspend that portion of the law that will prevent primary caregivers from growing for patients on islands with a dispensary until the Legislature can fix this mistake.  Please act quickly.  Time is running out.
