Burnaby Civic Square is a place that holds great importance for many of us in the community, especially for those of us who are pet owners. As someone who frequents the square with my dog, I've noticed the distinct benefits of allowing dogs to interact and play off-leash, not only for the animals but also for their owners. Currently, Burnaby Civic Square does not have any designated off-leash hours. I'm proposing that we introduce off-leash hours during the late mornings and evenings on weekdays. During these times, the square experiences a lower level of pedestrian traffic, making it an ideal time for dogs to enjoy the space without causing disturbances to others. Studies have consistently shown that socialized dogs are less likely to exhibit behavioural problems such as excessive barking or aggression—issues that can be mitigated through regular, supervised off-leash interaction.

Several other communities have adopted similar measures successfully. In Vancouver, for instance, there are certain areas where off-leash hours are permitted, resulting in happier and healthier dogs and more satisfied pet owners. We've seen reduced incidents of dog-related complaints and increased camaraderie among pet owners, creating a tighter-knit community.

At Burnaby Civic Square, this initiative could lead to similar positive outcomes. By allowing off-leash hours, we are not only providing our dogs with the necessary social engagement but also promoting responsible dog ownership. Owners will be more engaged and attentive to their pets, knowing they are in a safe and designated area.

I understand that there may be concerns about safety and cleanliness, but these can be addressed with proper regulation and oversight. Designated times and clear rules will ensure that the space is respected by all users. Moreover, this change will encourage more residents to enjoy Burnaby Civic Square, knowing there are times when it is pet-friendly.
